If you were listening to the Prime Minister’s keynote address to party conference, you would not for a second have suspected that the country’s petrol stations were empty, its service industries hopelessly short of staff, its pigs being slaughtered on farms for want of abattoir workers and its Christmas turkeys on the line. You would have left the hall with the sense that here was a nation in boisterous good health and irrepressible high spirits. That, among other things, was why Boris Johnson’s speech was a triumph. No doubt the factcheckers will rip it to tatters. No doubt there will be grumbles among hostile political scientists about its vagueness on policy.

The Tories are ahead in the polls, the pandemic is easing, and the Prime Minister’s position is secure. And yet, for all the thronging crowds and warm white wine being guzzled at this year’s Conservative party conference, a strange gloom fills the air – and it has something to do with the dear leader, Boris Johnson. Having been so ebullient for so long, and for many years the cheerleader for Tory optimism at every conference, Johnson seems weirdly subdued, even grumpy. Around the fringes of the conference, a question is being quietly asked: is something wrong with Boris? The Prime Minister has been on a media blitz – but he’s looked and sounded tired. His interview with Andrew Marr on Sunday was notably tetchy.

Johnson is calculating that the electoral benefits of higher wages will cancel out the public irritation with supply chain issues caused by labour shortages. During the interview, he repeatedly stressed that he thought that the UK’s low wage growth and stagnant productivity was, in part, because of the UK’s use of cheap, imported labour and that he wasn’t going to go back to that ‘old failed model’. https://www.youtube.com/watch?

The Tory conference in Manchester will be a relatively muted affair. In part, this is because — as I say in the Times today — of the fuel crisis. Ministers are acutely aware that even if petrol queues ease this weekend, the autumn will be full of such difficulties. What is known in government as the EFFing crisis — energy, fuel and food — will be a theme of the next few months. Even cabinet optimists think the shortage of lorry drivers will produce flare-ups over the coming months as supply chains come under pressure. Johnson’s conference speech will be in line with his recent Gaullist turn But conference will also be more restrained because the Tories are wondering what they are for.

The Prime Minister is thought to thrive on chaos. If so, then he should be in his element. Wholesale gas prices have risen sixfold, winter heating bills are set to be the highest on record. Millions of people across the country are wondering what they might have to forgo to pay for heat. Supermarkets are warning of food shortages. There are 100,000 missing HGV drivers. The army has been called in to help, but has only 150 tanker drivers available. Queues for petrol jam the roads, and medics can’t get to work. The Prime Minister might thrive on chaos, but Tory members do not. ‘Tory grassroots are furious,’ says one MP. Not just about the prospect of energy bills rising, but about the increase to National Insurance too.

Gary Neville was a fine footballer but he is a confused pundit. He keeps trying to get political when talking about football — and it’s boring. During England’s Euro 2020 semi-final game this summer, he obnoxiously suggested Gareth Southgate, the England manager, had shown more leadership than the Prime Minister. It was an irritating and unnecessary moment of politics in what should have been a moment of celebration. Now, he’s at it again. In an interview with the Times, Neville has been talking about politics: ‘I’d love half an hour across from Boris Johnson at the despatch box. I’d be angry with myself if I didn’t tear him to shreds just on basic principles of behaviour.

This gas crisis has hit Britain because we rely too much on gas. That’s not a reason to abandon net zero. It’s a reason to do it. Gas prices are soaring, energy companies are failing. A few people are blaming government environmental policies for that. Their apparent hope is that Boris Johnson proves wobbly on green causes and backs away from net zero. I think they’re wrong, both about the policy and about the politics. Start with the policy. The net zero decarbonisation of the UK economy isn’t the cause of the gas price crisis. It’s the solution.

Will it turn out to be Boris Johnson’s Jim Callaghan moment? Briefing reporters on his plane to the US on Sunday, the current PM tried to play down the energy crisis, saying:  'It’s like everybody going back to put the kettle on at the end of a TV programme, you’re seeing huge stresses on the world supply systems.'  The gas price spike would be over just as soon as it occurred, he implied, and was caused by nothing more than the global economy rebounding after many months on the Covid couch.

It’s been said far too many times that Boris Johnson and Donald Trump have a lot in common. Trump himself called the Prime Minister ‘Britain Trump’ – to Donald’s mind, the greatest compliment any man could give. Others use the Trump-Boris analogy to pour scorn. French newspapers have called him ‘mini-Trump’. Or ‘Trump with a thesaurus,’ is how Nick Clegg, the former deputy prime minister who now works for Facebook, put it. To most international media, Brexit and Trump, and therefore Boris and Trump, were part of the same horrid phenomenon. Both men were called populists, nationalists, demagogues, liars – yet they kept winning.

The Prime Minister has touched down in New York for the UN General Assembly where he hopes to press countries on committing funds for the Cop26 climate talks. Ahead of the summit, Boris Johnson has urged wealthier countries to contribute to a £100 billion a year funding target aimed at helping developing nations to cut carbon emissions. That commitment is viewed as key to getting the ball rolling when the negotiations get underway at the summit in Glasgow in November.  Behind the scenes there is increasing pessimism about what Cop26 will achieve But things aren't going to plan. Speaking to hacks on the trip, Johnson said it would be a stretch to get the money all there during his trip.

After a rather quiet day, the reshuffle is back on, and Boris Johnson is proving to be even more brutal with the more junior ministerial jobs than he was in his clear out of the cabinet. EducationRobin Walker is a minister of state, moving from Northern Ireland.

What were they? Model broomsticks? Mini cricket bats? The chewed ends of lolly-sticks? At PMQs today many MPs arrived with odd sprigs of material attached to their clothing. The badges turned out to be ‘wheat-pins’ which are part of ‘Back British Farming Day’. Sir Keir Starmer had attached his device firmly to his jacket. Very sensible. Boris had lazily shoved the thing into his breast pocket. It slowly descended into the depths of the lining and disappeared. The session began sombrely as members expressed their sympathy with Boris over his recent bereavement. Sir Keir Starmer took just three seconds to turn it into a story about himself. ‘I offer my condolences to the Prime Minister on the loss of his mother,’ said the Labour leader.
