There is no rest for IDS. Yesterday he was in Madrid talking about youth unemployment and immigration and today he turns his attention to child poverty. Clarke’s bill still not tough enough for the Right

David Cameron made a great show on Tuesday of pledging to be tough on crime. He bowdlerised the most contentious and liberal elements of Ken Clarke’s proposals and vowed that “the right thing to do is to reform prison and make it work better, not cut sentences.”  He insisted that his change of heart was a sign of strength, but even the least cynical observer could detect a sop to the mutinous Tory right. When u-turns matter

How the government can cut prison costs: privatisation

The spending settlement agreed with the Treasury last October requires the Ministry of Justice (MoJ) to make budget reductions of £2 billion up to 2014-15. And, until this morning, the settled approach was that only by reducing demand on prisons would the necessary savings be found. After Downing Street’s intervention, the revised plans published this afternoon upend that approach. There will still be substantial cuts to the legal aid budget and some changes to remand, but some key (though ill-conceived) measures to trim the prison population have been excised completely, with no changes to guilty plea discounts and no relaxation of the release conditions for dangerous offenders serving indeterminate sentences.

The toughening-up effort continued with David Cameron’s press conference just now. There he was, at the prime ministerial lectern, not just announcing a stricter sentencing system than Ken Clarke broached a few weeks ago, but explaining why the government’s change of mind was actually “a sign of strength”. Lib Dems wary of “Tory traps”

The government’s u-turn on sentencing reveals something quite important about the Lib Dems’ approach to coalition. Despite having backed Ken Clarke in private, they have stayed as far away as possible from the issue in public.   The Liberal Democrats were determined not to put themselves on the wrong side of the public on this issue, to end up copping the blame for ‘soft sentencing’. Cameron gets tough

Toughness, or at least the appearance of it, is clearly the theme of the week on Downing Street. After the vacillations over NHS reform, David Cameron seems to be going out of his way to sound that little bit more hard. There’s the headline on the front of today’s Times, for instance: “Cameron to Europe: not one penny more.” And there was the PM’s claim, yesterday, that a Tory majority government would be “tougher” on immigration and welfare. Who is the coalition’s tough guy?

Next week the Prime Minister will make his much-awaited law-and-order speech. This should, under normal circumstances, be the third or fourth such speech by a Tory leader who’s been in government for more than a year. Normally, it would be an occasion to score easy points from centre-right voters. But these are not normal times. Yesterday, Keith Vaz received a response to a written question he filed to John Thurso regarding thefts on the parliamentary estate. Ken Clarke was summoned to Downing Street yesterday, the BBC reports. He spoke to David Cameron for half an hour, after which the controversial sentencing review was dropped: there will not be a per cent fifty discount in plea bargaining and Clarke will have to find £130m of savings from elsewhere in his department. Clarke’s crimes

One of the Conservative leadership’s worries at the moment is that the party is losing its reputation for being tough on crime. So it won’t welcome today’s Daily Mail splash about how a prisoner was granted permission by Ken Clarke to father a child by artificial insemination.   Now, we don’t know the precise details of the case, meaning that it is hard to come to a firm judgement. But I understand that when he was justice secretary Jack Straw rejected these kind of applications. He was, one familiar with the issue tells me, of the view that prisoners should not be allowed to benefit from non-medically necessary NHS services.

Target culture. It’s a pejorative phrase, and understandably so. As we discovered during the New Labour years, targets designed to encourage good public services can frequently do the opposite — replacing genuine care with box-ticking, and action with bureaucracy. What has Ken done wrong?

What has Ken Clarke done wrong — other than commit the political sin of making a media gaffe? Nothing. In yesterday’s now infamous BBC interview, he was simply attempting to explain his position on rape sentencing, which may or may not be the right one. It’s a difficult question — and, under some antagonistic interrogation, he stumbled and got flustered. “Rape is rape,” said the radio interviewer. “Not it’s not,” the Justice Secretary replied. Dominic Grieve’s fate as shadow Home Secretary was sealed by a lunch at News International headquarters in Wapping. Grieve went to lunch with various Sun executives and rather than talking tough on crime he laid into the paper for how it covered the issue, claiming that it stoked fear of crime. The word then came back to Tory high command, via Andy Coulson, that the paper would not endorse the Tories as long as Grieve remained in that job. He was duly replaced by Chris Grayling in the ‘pub-ready reshuffle’ of January 2009 after less than a year in the job. So one can only imagine how Downing Street feels
