All eyes are on what's happening with the cross-party amendments to two bits of legislation on Leveson, but this afternoon in the Commons there could well be another row on the Crime and Courts Bill. As we reported last week, Conservative MP Dominic Raab has an amendment to the legislation which would limit the opportunities for foreign criminals to avoid deportation. It has over 100 MPs signed up to it, including Labour grandees such as David Blunkett. But I also understand that a number of Conservative PPSs have contacted their whips saying that they would like to support this amendment and that they want to be given leave to do so. The whips could refuse and place a three-line whip on the proposal, but that hasn't been clarified yet.

Dominic Raab's proposal to stop jailed foreign criminals avoiding deportation on the grounds of a right to family life turns out to be very popular indeed among MPs. It's got 104 supporters currently, including 91 Conservative MPs, and will be debated as an amendment to the Crime and Courts Bill tomorrow when the legislation reaches its report stage in the House of Commons. The amendment would mean that foreign criminals can only avoid deportation if they risk being killed or tortured on their return, and is intended as a stop-gap ahead of any Tory plans to repeal the Human Rights Act or exit the European Convention on Human Rights.

Further to the row that has erupted between Theresa May and some judges over the deportation of foreign criminals, the government is understood to be applying to appeal the case of MF. The Home Secretary is plainly confident that her arguments will be well received in the Court of Appeal, having been found wanting in the Upper Tribunal (Immigration and Asylum Chamber). The issue of deporting foreign criminals has been cast by some as a disagreement between senior judges and their more activist juniors, and not merely a clash between different arms of government. Theresa May’s team have been at pains to point out that the majority of senior judges support her case.

Theresa May gave a defiant statement to the house on the Special Immigration Appeals Committee’s (SIAC)  decision to uphold Abu Qatada’s appeal against deportation to Jordan on grounds that he would not receive a fair trial. She vowed to fight on by ‘appealing the decision’, which prompts the question: how will she do that? It’s necessary to understand what the SIAC considered (here is its judgment and here is a précis). First, it examined whether or not evidence given by Qatada’s former co-defendants in an earlier trial (from which Qatada was absent), Abu Hawsher and Al-Hamasher, is admissible in Qatada’s retrial.

How much longer must we put up with this kind of thing? A bus driver who was fired for being a member of the BNP has won a long legal battle claiming his dismissal was a breach of his human rights. Arthur Redfearn, 56, was sacked from his job in Bradford, West Yorkshire, where he drove mainly Asian adults and children with disabilities. Judges at the European Court of Human Rights in Strasbourg ruled today his employer Serco Ltd dismissed him only because of his membership of a political party. This breaks Article 11 of the European Convention on Human Rights – the Freedom of Assembly and Association, the chamber of the court ruled.  The seven judges came to this conclusion on a 4-3 majority.

Because our Parliament discusses little of significance anymore, most of the public tend to ignore it. The perception that the weekly silliness of Prime Minister’s Questions constitutes Parliamentary business is enough to put any normal person off.  And apart from that weekly bun-fight, even the media barely bothers to report on the work of either House any longer. Occasionally something still happens in the Commons or the Lords that is worthy of serious attention but because of its form elsewhere, such occasions fail to get the attention they deserve. Such is the Bill proposed by Baroness Cox, which had its second reading in the Lords on Friday.

Chris Grayling's appointment as Justice Secretary in the reshuffle was the move that pleased Conservative MPs almost above anything else. Today he showed the House of Commons why his is a popular appointment. Announcing the government's intention to appeal against the European Court of Human Right's ruling that indefinite sentences breach human rights, Grayling said this: 'Of course the ECHR ruling this morning was very much about the issue of rehabilitation, something I feel very strongly about, something that needs to be clear and present within prisons as well as after prisons. 'However, I'm very disappointed by the ECHR decision this morning. I have to say it is not an area where I welcome the court seeking to make rulings.

The situation in Egypt remains perilous, as protests mount against the military government which has delayed announcing the result of last weekend’s vote. Preliminary estimates, overseen by a panel of judges, put the Muslim Brotherhood ahead by 900,000 votes. But this is being contested by former Mubarak henchman, Ahmed Shafiq. Election monitors are examining more than a hundred alleged cases of multiple election fraud. This is the latest popular grievance against the military government, which has prorogued parliament, deferred parliamentary elections and suspended rights of demonstration in recent weeks.

Football dominates the newspapers this morning, with England due to begin their European Championship campaign tomorrow. But the issue of racism in Ukraine, and to a lesser extent Poland, is a major feature of the coverage, with some commentators suggesting that players should refuse to play if their teammates are subjected to abuse. Ruud Gullit, of sexy football fame, is the latest retired star to back unilateral walk-offs.  UEFA, the European football governing body, has already said that its on-pitch officials will book any player who leaves the field, which has outraged numerous players, including the frenetic Manchester City and Italy striker Mario Balotelli.
