This week was meant to be the moment when we could celebrate the return of freedom. Instead, we’re left still navigating a maze of rules. No one wants to break the law, or risk asking others to do so. Ministers make a great show of obeying the rules. At PMQs Sir Keir Starmer led on the tricky subject of rape. He cornered the PM with a precisely worded four-part question about the fact that 98 per cent of reported rapes don’t lead to criminal charges. The PM countered that Labour had recently voted against a bill that toughened up sentences for violent sexual offenders. Sir Keir had war-gamed this in advance. And how he pounced. ‘What provision, what clause, what chapter or what words of that bill will do anything to change the fact that 98.4 per cent of reported rapes don’t end up in a charge?’ Without hesitation, Boris said, ‘Section 106 and 107 of that bill would have stopped the early release of rapists.’ Sir Keir was aghast. ‘What an appalling answer!

As ministers grow increasingly confident that they will be able to unlock by 19 July, Boris Johnson is facing a series of other political problems coming up the track. After the party lost the Chesham and Amersham by-election to the Liberal Democrats, Tory MPs with seats in the south are particularly restive. CCHQ has spent the weekend reaching out to these MPs in a bid to offer reassurance that the party has not forgotten about them. Yet the biggest problem Johnson faces is on spending. At last week’s G7 summit, Boris Johnson pushed his fellow leaders to back his climate finance plan to support large-scale renewable energy projects across Africa and parts of Asia. The PM received a decidedly lukewarm response to his new Marshall plan, only netting pledges from Canada and Germany – and for good reason. As Rishi Sunak highlighted this week, when he declined to put a ‘specific figure’ on the cost of Net Zero in an interview on GB News, the cost of these climate plans are anything but clear. Fundamentally, Boris’s plan to boost renewables around the world misses the fact that renewables are actually struggling to catch up with traditional energy sources.

Even after the one metre rule and the limits on numbers are removed on July 19th, we will not be back to anything approaching normal life. From self-isolation to travel we will not be returning to the status quo ante. Another way in which life will be different, as I say in the Times today, is that offices will still be nowhere near as busy as they were before the pandemic. Ministers will end the work-from-home guidance next month. But there’ll be no national ‘back to the office’ day. It will be left to employers to decide how much they want to push the issue. Most ministers think people won’t start to return in big numbers until after the summer break.

It has been almost 45 years since Tam Dalyell first asked the West Lothian Question. It is a damning indictment of devolutionary unionists that they are still flailing for an answer. Dalyell, a Scottish Labour MP with the uncommon foresight and courage to oppose his party’s embrace of devolution, first posed it during the parliamentary debates that teed up the first referendums in 1979: 'For how long will English constituencies and English Honourable members tolerate ... at least 119 Honourable Members from Scotland, Wales and Northern Ireland exercising an important, and probably often decisive, effect on English politics while they themselves have no say in the same matters in Scotland, Wales and Northern Ireland?

NHS England boss Sir Simon Stevens's final speech today was watched online by hundreds of health service bigwigs. But its main audience was much smaller. It was aimed squarely at just two people: Boris Johnson and Rishi Sunak. Stevens’s main message was about funding. The government, and, in particular, the Treasury, may not be thrilled once they wrap their heads around his statement on the five-million-strong (and Covid-predating) NHS backlog that 'when the health service is given the backing and the tools we need, we can deliver what's required'. Translated into plainer language, Stevens was saying: ‘Get your wallets out: this is going to hurt’.
