Exclusive: Nicky Morgan to approve more than 50 new free schools

Nicky Morgan will announce more than 50 new free schools by the end of this month, Coffee House has learned. I understand that a protracted battle has been taking place in the Education department between the Lib Dems and the Tories, which has not been helped by a desire from some civil servants to slow down the announcement of the new schools. But I hear that Morgan has managed to secure funding from the Treasury for 54 new free schools, although fewer may appear on the approved list. Free schools are announced in three waves each year, and these 54 new free school approvals, if replicated in the second two waves, will mean the highest rate of new schools under the Tories.

PMQs: Spouses are now considered fair game

David Cameron didn’t answer the question today at PMQs despite Ed Miliband repeating it five times. But in a rowdy chamber, it didn’t seem to matter as Tory MPs roared their approval at Cameron’s one liners. Cameron, in reference to Ed Balls’ disastrous slip on Newsnight last night, quipped ‘Bill Somebody is not a person, it’s Labour policy’. Miliband wasn’t helped by how technical the question he was asking was. It, according to Labour sources, related to something called Schedule 19 which governs the taxation of share purchases made by hedge funds through investment banks. Now, Labour will argue that it illustrates their general point that the Tories are the party of ‘Mayfair hedge funds and Monaco tax avoiders’.

Ashcroft poll proof Labour needs to get moving – across the pavement

There are still perfectly reasonable, thoughtful Labour MPs who sincerely think their party has a good chance of winning a majority in May, even though most of their colleagues are reconciled to being the largest party. I’ve found more of them in Parliament in the past few weeks than I have found Tories who think the same about their party. But today’s Ashcroft poll may well mean that the verbs in that first sentence have to change into the past perfect. There were still perfectly reasonable, thoughtful Labour MPs who sincerely thought their party had a good chance of winning a majority in May. Then the Ashcroft poll came out, suggesting that Labour could be left with just one MP in Glasgow, and the scale of the task facing the party was thrown into even sharper relief.

Balls forgetting Bill is far less of a problem than Bill being Balls’ only supporter

To be fair to Ed Balls, everyone forgets names from time to time. ‘His surname has just gone from my mind at this time of night,’ said the Shadow Chancellor, looking sheepish. We’ve all been there, struggling to remember the name or Jenny Thingummer, or Tom Whatsisname. But the wider problem is that Balls couldn’t think of anyone other than this Bill Somebody when asked to name business leaders who supported Labour. It’s easy to forget a name. But not so much an entire list of names who support a party, especially when you’re on your way into a studio to claim that said party is very pro-business. Was Bill the only guy who'd expressed support for Labour?

Why Labour thinks its battle with Boots is important – and what it needs to do next

Labour seems pretty keen to prolong its row with Boots chief Stefano Pessina. We're on day three now. After Boris Johnson weighed in on this on his LBC show, Chuka Umunna said ‘the Mayor of London is right to set himself apart from the Prime Minister and make it clear he finds it disappointing when firms do not join the overwhelming majority of British businesses in making a fair contribution to the Exchequer’. Party sources point out that when a senior businessman claims a Labour government would be a ‘catastrophe’ for Britain, it would be odd if the party just shrugged its shoulders. That’s why Labour is defending itself so robustly.

Ukip says slaughter policy is not aimed at Jews but ‘aimed at others’… ‘you know what I mean’

Ukip’s foray into animal rights campaigning is going well. After the Jewish Chronicle pointed out that Nigel Farage boasted to them that he had done a great deal of work to protect shechita, the party’s agricultural spokesman Stuart Agnew told the paper: ‘This isn’t aimed at you – it’s aimed elsewhere – it’s aimed at others. ‘You’ve been caught in the crossfire; collateral damage. You know what I mean.’ If you didn’t know what Ukip meant when it announced it would oppose non-stun slaughter of animals, then at least you know now. This isn't so much a dog whistle as a foghorn. Who else could Agnew possibly mean when referring to religious groups affected by the party's new policy? UPDATE, 5.

Hague’s attempt to resolve West Lothian raises even more questions

It doesn’t seem that William Hague has offered a decisive answer to the West Lothian question today. Indeed, judging by the reaction of the SNP and Tory MPs, the proposal that the Conservative Leader of the House has set out is encouraging many more questions. These questions include ‘just how much havoc can the SNP still wreak in Westminster’ - something that Tory MPs are asking but one the SNP will surely be voicing in private too. Or ‘how much more devolution can we wrangle from Westminster?’ - something the SNP is saying quite publicly, with Stewart Hosie saying ‘until income tax - for example - is devolved in full, it is illogical and wrong for anyone to carve Scottish MPs out of important decision-making’.

Another day, another UKIP dog whistle. Fancy that!

You will recall that when Talleyrand died, Metternich is supposed to have asked 'What did he mean by that?' Say this for Nigel Farage: he's no Talleyrand. Subtlety is not part of the UKIP genome. Take, for instance, a Kipper press release issued this afternoon. I confess I had not hitherto been aware of UKIP's alliance with the RSPCA and the British Veterinary Association. So it was good to discover that Mr Farage's party is calling for a 'ban on the non-stun slaughter' of animals. I wonder what they mean by that? Oh. You see: "We find the government response to this issue is [sic] weak, lazy and bordering on spineless.

Unless something changes soon, Scottish Labour is doomed

The headline figures in today's YouGov poll for The Times are brutal for Scottish Labour. Labour (27 percent) are still 20 points behind the SNP (48%). But that's the good news. Because everything else is even worse. Consider this: 95 percent of SNP supporters think Nicola Sturgeon is doing a good job. That's impressive or, if you prefer, slightly terrifying. But, hark at this: 39 percent of Labour supporters think Nicola is performing admirably. Her net approval rating amongst Labour voters is just -4. Jim Murphy's net approval rating amongst SNP supporters, meanwhile, is -54. Or this: 67 percent of SNP voters say there is no chance they will change their minds before the election but only 50 percent of Labour supporters are so certain.

Former chairman of Pizza Express: Labour ignorant of way capitalism works

'The Labour Party is looking to appoint a Business Relations Administrator' according to their website. Is this the toughest job in Westminster? After a vicious onslaught from Tory sympathising CEOs like Boots' boss Stefano Pessina and former M&S chief Stuart Rose, and more attacks expected in the run up to polling day, only those with a thick skin need apply. The lucky candidate will have to tackle allegations that Labour's ‘business-bashing’ could harm the economy and that Ed Miliband is a '1970s throwback’. Another key part of the job will be 'ensuring that the business relations database is kept up-to-date'. For all their hard work the lucky candidate will be remunerated to the tune of £26,131.

Is William Hague giving a ‘decisive’ answer to the West Lothian question?

When David Cameron stood outside Downing Street the day after the Scottish independence referendum and said that the 'West Lothian question deserves a decisive answer', he was thinking mostly of the trouble that this answer would cause Labour. But now, as William Hague announces what that answer is, the trouble seems to be more Tory than Labour. The answer itself might not be definitive, either, as it does not offer the full English votes for English laws where Scottish MPs would be banned from voting on English-only matters that some in the Conservative party had been pushing for. Instead, it is an 'effective veto', with a new committee stage for legislation affecting only England and Wales.

Is fear of Mandelson holding Labour back on tuition fees?

Patrick Wintour has a fascinating piece in The Guardian on Labour’s dilemma on tuition fees. Particularly striking is that Ed Balls is deeply concerned about how Peter Mandelson might react to any new policy. Wintour writes: ‘Ed Balls, the shadow chancellor, also knows there are serious figures in the party, including the former business secretary Lord Mandelson, who will voice their concerns if a half-baked policy emerges that might damage the status of UK’s world-class universities. Mandelson made a technical criticism of the plans for a mansion tax, but supported the concept of a wealth tax. He will be less restrained if he thinks the revised tuition fees policy damages the skills base of the UK economy.’ Now, all parties have their internal coalitions to manage.

Which party has the strongest message?

One interesting nugget from Lord Ashcroft’s latest batch of polling is what his focus groups in two seats - Sutton and Cheam, and Elmet and Rothwell - had to say about the parties’ messages. Here’s a quick summary: Conservative: ‘Finish the job and get back on track’. Labour: ‘Vote Labour to save the NHS’, possibly adding ‘and stop the cuts’ or ‘and tax the rich’. Liberal Democrat: ‘Vote Lib Dem to balance the extremes - to split the difference’. Ukip: ‘Leave the EU and control immigration.’ Greens: ‘Vote Green to save the planet.

Young voters show up why Cameron wants to avoid TV debates

David Cameron and Nick Clegg naturally had the toughest tasks today when they faced young voters for the Sky question-and-answer sessions because they are having to defend policies their government has pursued. Clegg, who is normally very good at Q&As, grew rather wound up when having to defend the tuition fees U-turn and seemed more on the defensive than he needed to. Cameron has just finished his session, where his demeanour that normally makes him appear commanding and Prime Ministerial gave him a slightly wooden quality as he answered questions.

Osborne uses meeting with Greek finance minister to tell people to vote Tory

Even though he wasn’t quite prepared in the sartorial stakes for the visit of Greek finance minister Yanis Varoufakis, George Osborne was ready to use the meeting between the two as another messaging moment. Following their discussions, the Chancellor has released this quote: ‘It’s clear that the standoff between Greece and the Eurozone is fast becoming the biggest risk to the global economy, and it’s a rising threat to our economy at home. In Europe as in Britain now is the time to choose competence over chaos. I urged the Greek finance minister to act responsibly, but it’s also important that the Eurozone has a better plan for jobs and growth. We have that plan in Britain and in these uncertain times, now is not the time to abandon that plan.

Can Labour afford a battle with Boots?

Is Labour wise to go to war with the head of Boots for warning that a Miliband government would be a ‘catastrophe’ for Britain? The party, which has spent considerable effort trying to persuade business that it is friendly after all, seems to be reversing over that hard work by turning on Stefano Pessina in the way it has. Pessina’s company says his remarks were taken out of context, but Shadow Business Secretary Chuka Umunna said voters would ‘draw their own conclusions when those who don’t live here, don’t pay tax in this country and lead firms that reportedly avoid making a fair contribution in what they pay purport to know what is in Britain’s best interests’.

Who is in charge of the Education department?

The Tories are embarking on an ‘education week’, which means they won’t just be fighting Labour but also the Lib Dems, as the latter like to strike up a fight whenever something involving Michael Gove crops up. Indeed, some Tories suspect the Lib Dems in the Education department as being the source of today’s Independent on Sunday splash about Michael Gove continuing to meddle with education policy - though others point out that he’d probably receive most of them anyway through ministerial ‘write-rounds’ (more on this here).

Labour MPs’ minds wander to a post-election contest

With the opinion polls so tight at the moment, we’re having to look for other ways to try and work out what the general election result will be. One indicator worth watching is which party is spending more time thinking about the leadership contest that would follow an election. Now, there has been plenty of speculation about this on both the Tory and Labour benches in recent times. But in the last few weeks, I’ve picked up more of it from the Labour side. One Labour frontbencher calculates that the focus of ‘half the party is on what happens next’.

Ukip: We won’t do pacts with other parties

Who wants to work with who after the General Election? It’s a question that pundits like to chew over, partly because few politicians can afford to rule anything out with the polls suggesting quite such a jumbly outcome in May. But today two parties effectively ruled out a coalition with one another, even though they’re ideologically close. Grant Shapps was first, telling his press conference this morning that ‘I can rule out… we are not going to do pacts and deals with Ukip’. This afternoon, Ukip has released this statement: ‘UKIP are not promising pacts with anyone. For us politics is about getting something done, not about stitching up deals to get jobs for the boys. We think about you - not us.

The Conservatives will lose votes if they fail to defend their school reforms

We can be sure that between now and May there will be an endless barrage of lies and disinformation aimed at belittling this government’s achievements in improving schools. The real danger is not that these arguments will be persuasive, but that they will not be rebutted. It sometimes seems as if the government has lost faith in its own successful reforms. Where Tristram Hunt was poised ready to pounce, misrepresenting the committee’s report the moment it was published (in fact, he was at it the day before it was published!), Nicky Morgan has been recorded as absent once again. It may be that the new Education Secretary has orders from No. 10 to do little and say nothing beyond making emollient noises about teacher workload. If so, this is an opportunity missed.
