British jihadists in Syria cannot be compared to George Orwell and Laurie Lee

George Monbiot had a moving piece in yesterday’s Guardian in which he reflected on the UK government’s efforts to arrest and charge returning British subjects who have gone to fight the Assad regime in Syria. As Monbiot said in his very opening: ‘If George Orwell and Laurie Lee were to return from the Spanish civil war today, they would be arrested under section five of the Terrorism Act 2006. If convicted of fighting abroad with a "political, ideological, religious or racial motive" – a charge they would find hard to contest – they would face a maximum sentence of life in prison. That they were fighting to defend an elected government against a fascist rebellion would have no bearing on the case. They would go down as terrorists.

What I learned in a Qatari jail cell

This column nearly didn’t appear. Another 24 hours and I would have trumped the late Jeffrey Bernard with the single sentence ‘Rory Sutherland is in prison.’ Having just spent a day in jail or police cells in Qatar for using an electronic cigarette on a plane, I thought I would just write one piece of technological advice for any Spectator readers who might find themselves in a similar situation. Sit down today, take out your mobile phone, and memorise four or five important phone numbers. Better still, delete those few important numbers from your phone so you are forced to dial them from memory. Because when you’ve been arrested and your mobile phone is dead at 3 a.m., it is not the time to be wondering ‘Now was that 07786 or 07886?

Andrew Mitchell vows to continue Plebgate fight

So Andrew Mitchell is going to pursue his fight with the police over the 'plebgate' row, even though the Crown Prosecution Service said there was insufficient evidence to suggest the officer who claimed Andrew Mitchell called him a pleb was lying. The former Conservative chief whip told a press conference this afternoon that not only is he pursuing his libel action against The Sun newspaper, but that he will use this opportunity in court to force PC Toby Rowland, the officer who wrote the account of the altercation that involved the word 'pleb', to give his story under oath. Rowland is not one of the five police officers facing disciplinary action.

Alexander Chancellor: Can one be addicted to making emergency calls?

The police have been complaining a lot lately about frivolous calls to the emergency services. All over the country people in their thousands are calling 999 for the weirdest or silliest reasons. In Gloucestershire one man called to say that his wife was a werewolf, and another that he was being poisoned by a satellite controlled by witches. In Scotland someone rang to complain about the service he had received at a hamburger joint; another to ask where he could buy some milk. The police have been publicising such incidents in the hope that we will stop wasting their time in this way, but it seems most unlikely that we will; for to call 999 is a spreading addiction. Not all the calls of which the police complain can be described as frivolous.

Under questioning, the Plebgate police stick to their lines

All the best apologies these days are celebrated with a nice autotune session on YouTube. But this afternoon's apologies, if you can call them that, from Detective Sergeant Stuart Hinton and Sergeant Chris Jones didn't quite deserve that sort of treatment. In fact, the two men, appearing separately, had managed to tune their own evidence rather well. They both said that they 'cannot apologise for something I haven't done', when asked to apologise for lying about the meeting. Hinton said he regretted 'any distress caused' to Mr Mitchell and his family. Keith Vaz pressed Jones on whether he wanted to apologise to Mitchell and his family, saying 'you don't believe you had anything to do with any distress that was caused?

Not fair on cops Sir: Nick Cohen (‘PCs gone mad’, 26 October) claims that the police are deliberately attacking the press and fundamental liberties because, in light of the overall reduction in crime, they are now underemployed and ‘many are surplus to requirements’. This is an inventive conspiracy theory by any standards, but lacking any link to plausibility. In 2006, as the head of the Anti-Terrorist Branch, I called a halt to the first phone-hacking investigation because we had other priorities such as the 7/7 and 21/7 attacks, and stopping the killing of several thousand people with liquid bombs on aircraft over the Atlantic. We really did have better things to do.

The Police Federation has been trying to distance itself from the three coppers who who were hauled before Parliament last week to explain why the secret recording of their meeting with former chief whip Andrew Mitchell bore little relation to their account of events. As PR Week puts it, 'While the federation has a duty to distribute the officers’ statements, it steered clear of endorsing their contents.' And, incidentally, beneath the officers' statement the federation included this line: 'The federation will not be offering facilities further than the above statement.

They used to catch crooks – now they trawl Twitter. Are our police turning into spies?

Just before the hacking scandal broke, the Sun sent a young and by all accounts decent reporter to meet a woman who said she had a story — a ‘walk-in’ as we call them in the trade. The walk-in produced a phone and said the Sun would want to take a look. One picture on it showed the face of a much-loved TV presenter. The rest of the celeb’s body was more lustful than lovable, however, as he was exposing his member in triumphant fashion. Accompanying the picture was a lot of explicit sex talk. The phone looked as if it belonged to the star’s mistress, and the very famous and very married presenter had been sending her pornographic ‘selfies’ and sex texts to remind her of the joys that awaited her when they next met. The reporter took the phone.

Andrew Mitchell: A strange apology

Over the past thirteen months since the 'plebgate' row broke over Andrew Mitchell and subsequently broke the then chief whip's career, a number of pieces entitled or themed 'Andrew Mitchell: An apology' have appeared here and there as more has come to light about the allegations levelled at Mitchell. In most cases the writers accept that an initial op-ed or blog that they penned about his alleged behaviour wasn't, with the benefit of hindsight and more information, correct. None have been quite so striking as the statement released this afternoon by the three Police Federation officers who met Mitchell after the allegations surfaced.

A plot to harm ministers has harmed the plotters more

Presumably one of the motivations behind the decision of Police Federation members to try to discredit Andrew Mitchell was an attempt to discredit the government's wider reforms of and cuts to the police service, which the union representing the force was at the time engaged in a bitter battle with ministers over. But oddly enough, the plotters' misdemeanours appear to have found them out, with calls now for reform of police disciplinary procedures. On Today, former Home Secretary Jack Straw said the Federation had shown a 'poverty of leadership': '[They] had the idea that if they embroidered the truth - and I put that mildly - then they could get the scalp of a Conservative Cabinet minister of an administration with whom they were in conflict at the time.

Prepare for the arrival of the super cops

Theresa May’s police reform agenda will take a big step forward tomorrow with the announcement that Police and Crime Commissioners will be able to appoint overseas officers as chief constables. As I say in the Mail on Sunday, this’ll mean that successful foreign police chiefs, such as Bill Bratton the former head of the New York and Los Angeles Police Departments, can come to Britain. If Police and Crime Commissioners take advantage of this change, the world’s most innovative police chiefs will put their skills to work in this country. This will drive up standards by bringing in the best practices from around the world.

Josh Williamson is arrested for preaching the Christian gospel in public

Freedom of speech is alive and well in Scotland, then. Pastor Josh Williamson took the Christian gospel to the streets of Perth last week, before he was arrested by the old bill for a ‘breach of the peace’. Asked why he was being arrested, Plod No 1 said because you’re too loud, pointing to the electrical device the clergyman was carrying. That’s an MP3 recorder, he replied, it’s not an amplifier. Then Plod No 2 claimed it was the content of his sermon, although he could not put his finger on what it was exactly. Hauled down the nick, refused the right of a lawyer, Williamson was eventually released with a verbal caution and the comment from another copper: ‘You seem like a reasonable man, why not just stop preaching?

What are we supposed to say when a grooming ring comes to light?

It is a tragedy that some of us are born in the wrong times. According to that increasingly gobby conduit of right-on morality, the NSPCC, girls these days feel compelled to act like porn stars in order to ingratiate themselves with boys. I am not sure quite what, in day to day life, this involves. I only know that they made no similar attempts during my adolescence, or if they did I didn’t notice. I vaguely recall one young lady in my school class telling me, when I was 14, that she had engaged in sexual intercourse the previous night with a boy from a neighbouring town. ‘What was it like, Debs?’ I asked, wide-eyed. ‘Didn’t touch the fucking sides,’ Debs spat with all the contempt she could muster.

The reaction to David Miranda’s detention is completely ridiculous

It may not have been the smartest move to detain David Miranda, the Brazilian partner of Guardian ‘journalist’ Glenn Greenwald, under the Terrorism Act.  But the explosion of righteous anger over the episode is ridiculous. Starting with the outraged claim that Miranda was arrested only because of his connection with Greenwald. Wrong. Greenwald himself has previously told journalists that his partner assists him in his work. That present ‘work’ consists of engineering the leak of massive amounts of classified intelligence from a source – Edward Snowden – currently granted asylum in Moscow.

David Miranda’s arrest proves how sinister the state has become

Always remember mornings like these, the next time police officers and politicians demand more powers to protect us from terrorism. They always sound so reasonable and so concerned for our welfare when they do. For who wants to be blown apart? But the state said its new powers to intercept communications would be used against terrorists. They ended up using them against fly tippers. Now the police are using the Terrorism Act against the partner of a journalist who is publishing stories the British and American governments would rather keep quiet. The detention of David Miranda at Heathrow is a clarifying moment that reveals how far Britain has changed for the worse.

The police use of Tasers is already a disgrace. How many more people must die before something is done about it?

Another of this blog's occasional hobby-horses is the increasing use by police of Tasers (see here, here and here, for instance). It is remarkable how often these "non-lethal" weapons turn out to be pretty damn lethal. Last week Jordan Begley, a 23 year old with a heart condition, died after being tasered by Greater Manchester Police. As a senior police officer described the incident in which police were called to a domestic dispute between neighbours, "it is unclear what happened but the man suffered a medical episode". Sir Peter Fahy, Chief Constable of Greater Manchester Police added delicately: "Our sympathies are with the family and friends of the man who are going through a traumatic time." I suppose they are!

Our house was burgled as we watched The Fall

Caroline and I were watching The Fall in our front room when the intruder entered our house. Not great timing on his part, considering The Fall is a BBC drama series about a serial killer who breaks into people’s homes, then tortures and murders them. Thankfully, we never actually set eyes on him. We only discovered we’d been burgled when we returned to the kitchen to load the dishwasher and found various items missing. But still. Caroline was probably more upset than she would have been if we’d been watching Eat, Pray, Love — which we wouldn’t have been, obviously, because it’s complete drek. I was up most of the night trying to catch the bugger.

Theresa May’s modernising moment on stop and search

Theresa May’s statement in the Commons today on stop and search strikes me as an important moment. Here, we had a Tory Home Secretary standing up and saying that she understood why some communities felt that stop and search was used unfairly and announcing a review of it. This is, as I said on Sunday, is quite a change in Tory attitudes. William Hague, who was Tory leader at the time, criticised the Macpherson report for making police reluctant to use stop and search. Just five years ago, David Cameron was emphasising the need to ‘free the police to do far more stopping and far more searching’. Now, May doesn’t want to scrap stop and search. But her concerns about its use are a reminder that Tory modernisation is not finished yet.
