Brown bunked off PMQs today, claiming a prior luncheon engagement with President Zuma of South Africa. Downing Street blamed the Queen for double-booking the PM. Can that be true? The head of state deprives the Commons of its democratic right to shout ‘Answer the question’ at a block of granite. Perhaps she had their best interests at heart. Hattie Harman, replacing the PM, turned up in a pair of alarmingly shrill pink glasses. Opposite her, William Hague wore a sober suit of inky blue. He looked ominously business-like as he aimed his first shot at her. Why had Brown cut the helicopter budget while the country was fighting two wars?

‘Any closer and they’ll start kissing,’ said Cameron. The PM and his beloved chancellor were seated side by side at PMQs today, chatting showily throughout. Their rhubarb-rhubarb conversation was intended to quell the rumours of civil war in Downing Street. The ploy misfired. Two men conversing don’t both speak at each other simultaneously. But that scarcely mattered. The session was the rowdiest and least illuminating of the year so far. At times it was noisier than the Pamplona bull-run. Cameron began by trying to elicit answers about the appalling mortality rates at Staffordshire Hospital. The Tory graveyard poster – brilliant and shocking – cast a long shadow over PMQs today. The debate itself came down to fine judgements about the validity of the leaders’ arguments. Cameron demanded to know if Brown planned to introduce this grim levy or not. He quoted acidic comments from senior Labour figures who’ve called the tax ‘a cruel deception’, ‘badly costed’ and ‘poorly constructed.’ Brown’s response, which seems reasonable, is that the Conservatives ‘voted for this in the House and now they’re refusing to help us to give local authorities the resources they need.’ His plan was to turn the issue into a question of Tory inconsistency whilst taking

I suspect that when we look back at this year, we might conclude that today’s PMQs was a turning point. David Cameron has had a poor January but today he was back on form, winning – as Lloyd Evans says – PMQs for the first time this year. Perhaps more significantly, there was real noise from the Tory backbenches, which have been noticeably quiet in recent weeks. It was as if the party was pulling back together after a relatively trying period. It was also significant that Cameron stayed on the offensive throughout; he didn’t get drawn into conducting the debate on Labour’s terms despite Brown’s best efforts. Gone was

Ok, ok – so PMQs may be of more interest inside Westminster than out.  But, love it or loathe it, it’s still one of those things which affects the mood music of politics and how it is reported.  Far better for a party leader to do it well, than to be bludgeoned by his opponent at the dispatch box. Here’s a phrase. Dave blew it today. That’s a harsh verdict because he used PMQs to focus on Haiti and the Doncaster torture case. Naturally Haiti dominates the news and we all know that vulnerable kids have a very special place in Dave’s heart. But this is a political scrap and he needed to show a bit of muscle in the house. Rather than cultivating his finer instincts he should have strutted into the cockfight and blasted some of Gordon’s feathers off. As it was he elicited little of value from the Doncaster case and dug himself into an unwinnable dispute about whether the review should be published in full.

At last, Cameron’s got it. He finally varied his tactics at PMQs today. Brown had no warning. That made the change doubly effective. First Cameron asked two easy-peasy questions about salt which the PM answered in his favourite strain of complacent pomposity. At one point I think I heard him say the nation’s supplies are so crucial that he may create a ‘salt cell’ in the middle of Britain so we never again run low on this vital condiment. Cameron then tossed aside the salt-pot and declined to ask a further question. Brown was unsettled by this. Realising the worst was yet to come, he waffled nervously through an answer
