Perhaps we’re now past the moment of shock. Certainly we’ve moved fairly swiftly past the other stages of post-massacre grief. With the departure of Katie Hopkins from LBC it is good to see that Monday night’s attack in Manchester has not gone completely unpunished. The desire to point fingers and scapegoat is a perfectly normal response to an outrage of course. It’s just people’s priorities I worry about. However, since people seem willing to start pointing fingers, perhaps I can suggest some candidates. Andy Burnham. In order to get elected Mayor of Manchester, Andy Burnham made a tactical decision to cosy up to the Muslim communities of Manchester.

Is capping domestic energy prices an equitable way to help the ‘just about managing’, or an electoral gimmick with a whiff of anti-free-market ideology? When it was Ed Miliband’s idea, it was certainly the latter. Now it’s likely to be included in Theresa May’s manifesto, offering a potential £100 saving for millions of homes on ‘standard variable tariffs’, it is defended by the ever-plausible Sir Michael Fallon as a matter of ‘intervening to make markets work better’. And that, after all, is what the Prime Minister said she would do, wherever necessary, in the interests of fairness.

This evening, Andy Burnham has whipped social media into a frenzy after the Labour MP decided to wade into 'barista-gate'. Following reports that the Home Secretary is considering plans for ‘barista visas’ -- which would allow young Europeans to work in the hospitality industry after Brexit -- Burnham has taken to Twitter to let it be known that he is unimpressed. The former shadow home secretary says the 'right-wing' policy is bizarre as 'God forbid the idea of waiting longer in the morning for their posh coffee'. https://twitter.com/andyburnhammp/status/854035829643255808 Alas (as tends to be the case with flip flop Burnham) the Labour candidate for Mayor of Greater Manchester's comments don't appear to be particularly well thought through.

So, there will be no public inquiry into the Battle of Orgreave in 1984, and no left-wing lawyers making a fortune. Maybe Andy Burnham, who seems to have appointed himself as Shadow Minister for Ancient Grievances, would have got further had he demanded an inquiry that was less overtly political, and looked at the violence of striking miners as well as misconduct by the police, but do we really have to trawl back through all of that? No-one died at Orgreave, unlike in South Wales where taxi driver David Wilkie was killed when a concrete block was dropped on his car while taking a ‘scab’ to work. The striking miners responsible ended up serving just four years in jail, their murder sentence reduced to manslaughter on appeal.

Andy Burnham has just announced he's leaving the shadow cabinet. He said he was doing so to concentrate on his mayoral bid, telling Labour's conference: 'That's why I can tell you all first today that I have asked Jeremy to plan a new Shadow Cabinet without me, although I will of course stay until it is in place.' He also took a pop at Westminster ('Westminster over decades has failed the North of England') and said the turmoil in the Labour party over the last year had made him 'profoundly sad'. But he also - tried - to use his speech to defend himself. Burnham has been accused of flip-flopping all over the place recently. He came under fire over the summer for being one of the few members of the shadow cabinet not to walk away.

What a difference a year makes. Last August, Michael Dugher and Andy Burnham were thick as thieves with Dugher -- a former Brown spinner -- even running Burnham's failed leadership campaign. Alas now that Jeremy Corbyn is leader their friendship has taken a turn for the worse. While Dugher was sacked as shadow Culture Secretary in January, Burnham has clung on as shadow Home Secretary -- even choosing to remain when the majority of the shadow cabinet resigned in protest of the leader. While sceptics suggested this was because he was worried about losing Corbynista votes in his bid to be the Mayor of Greater Manchester, today any such bet paid off with Burnham announced as Labour's official candidate.

‘The shortest way out of Manchester,’ it used to be said, ‘is notoriously a bottle of Gordon’s gin.’ But that was a long time ago, when ‘Cottonopolis’ was the pivot of the Industrial Revolution, the British empire was expanding and life was cheaper. They tend not to drink gin any more in the bars on Deansgate. It’s cocktails, a tenner a pop. The hub of George Osborne’s ‘Northern Powerhouse’ is a much-changed city. Now they’re queuing to get in, even though the super-duper HS2 rail link may go no further than Crewe, which is in Cheshire, and only southerners think Cheshire is in the north. Andy Burnham is the latest chap to set his cloth cap at the rainy city.

After months of local campaigning, backbiting and press releasing, the Greater Manchester mayoral election has finally piqued the national attention. Andy Burnham's apparently sudden declaration he will run for the role has thrust the race into the limelight. There may be more than a hint of cockiness to his claim that the competition needs a 'big name' to raise its profile, but there is also more than a hint of truth. Unlike the London race, there has so far been little momentum to its poorer northern relative. But for Andy Burnham the question that really matters, given that the Labour candidacy is likely to determine who becomes mayor of 2.5m people next year, is whether he can actually do it. And it's far from a given.

It's tough up north. Just ask Andy Burnham. The class warrior has today kicked off his Manchester mayoral campaign with some 'home truths' about what it is like to grow up in the north. Burnham says that if you live in the north and consider becoming a doctor, people will laugh at you: 'It's hard growing up in the north: if you say you want to be a doctor, lawyer or MP you get the mickey taken out of you.' The saying ‘the House of Commons at its best’ is normally a pompous description of parliamentarians agreeing with one another on something it is impossible to disagree on. However, when MPs come together to scrutinise legislation involving the security services, they do come rather close to being at their best, as they grow rather anxious about whether the legislation will actually work. So far the debate on the Investigatory Powers Bill has largely been detailed and thoughtful and without much silly knockabout. But the closest the second reading session has come to knockabout was when Andy Burnham was offering Labour’s response.

Jeremy Corbyn is expected to carry out his much-awaited and much-briefed ‘revenge reshuffle’ this week. Given he will have to face a shadow cabinet meeting on Tuesday, it would make more sense for the Labour leader to get on with moving and sacking today so that he faces the shadow cabinet he wants, rather than the one he wants to get rid of. But will the reshuffle really give Corbyn what he wants? This morning’s Times carries an intriguing report that Hilary Benn and Andy Burnham have offered to swap jobs so that Corbyn doesn’t have such an obvious split in foreign policy in his top team, while also avoiding party fury by sacking Benn.

Labour is very cross about a knighthood going to the man who ran the election campaign that beat the party in May. Andy Burnham issued a statement about Lynton Crosby’s inclusion in the New Year’s Honours list which was supposed to highlight what his party thinks is an abuse of the system. But really, it just highlights his party’s own failings. The Shadow Home Secretary said: ‘This outrageous award is the clearest evidence yet that the Tories think they can get away with whatever they like. It is a timely reminder that Labour must make it a New Year’s resolution to stop facing inwards and expose them for what they are.’ Why do the Tories think they can get away with whatever they like?

Cutting the police was always going to be difficult without a terror attack just before the spending review, but naturally the events in Paris have made it much more difficult for the Treasury to stand up to the Home office in a fight that was going to happen anyway. The leaked letter from one of the most senior police officers to Theresa May warning that cutting police numbers would ‘reduce very significantly’ the UK’s ability to respond to a terror attack is very helpful indeed to the Home Secretary. So helpful that she is unlikely to be the one calling for a leak inquiry.

On a day when Jeremy Corbyn has been making clear his concerns about both the government’s use of drones and any shoot-to-kill policy for terrorists on British streets, Theresa May’s statement on the Paris attacks was striking for the level of cross-party agreement. Andy Burnham paid generous tribute to the Home Secretary and pledged Labour’s support for her anti-terror crackdown. The only discordant note came on the question of police funding. Burnham aligned himself with Bernard Hogan-Howe’s warning that cuts of more than 10 percent to police funding would make it harder to keep the streets safe.
