Thucydides on McGuinness

When Gerry Adams rose to announce at his funeral that Martin McGuinness was no terrorist but a ‘freedom fighter’, the historian Thucydides probably allowed himself a grim smile. He knew all about these sort of people. In 427 BC, Corcyra (ancient Greek Kerkura, now Corfu) was in the grip of a ferocious civil war between oligarchic and democratic factions for control of the state. The feature that stood out for Thucydides was the reversal of all normal, civilised values on both sides of the divide. Most striking of all, ‘men reversed the usual evaluative force of words to suit their own assessment of the situation’.

Theresa May at the Rubicon

Last week many commentators drew on the Ides (15th) of March, the anniversary of Julius Caesar’s death in 44 BC, to reflect on the signing of Article 50 and Julius Caesar’s famous cry ‘The die is cast’ (iacta alea est) in 49 BC, when he crossed the River Rubicon into Italy and started the civil war against Pompey. But they got it wrong: it does not mean ‘no turning back’. Whatever the rights and wrongs of the Caesar-Pompey power struggle, Caesar knew the consequences of this moment. How to make the rich love tax

Now that Philip Hammond is promising yet more tax hikes, he might consider how Athens managed it. During the whole period of their direct democracy (which ended in 323 BC), the decision-making assembly was dominated by the poor. Their empire made Athens a wealthy place, and the poor ensured that wealth came their way, not that of the rich, in forms such as payment for jury service, rowing the triremes (which kept the empire together) and much more. Meanwhile, tax was paid only by the rich. The 300 top richest every year paid property taxes to, for example, construct and maintain Athens’ triremes and fund state festivals for public enjoyment.

Enemies of the people

Hardly a week goes by without someone applauding Thomas Carlyle’s objection to democracy: ‘I do not believe in the collective wisdom of individual ignorance.’ In other words, infinitely wise politicians should tell the unenlightened mob what to think, not vice versa. Such feelings have been common ever since the Athenians invented direct democracy in 508 BC, which lasted till 323 BC and handed to citizens in the assembly (the dêmos) the power to decide all Athenian policy. One anonymous writer described the dêmos as ‘ignorant, ill-disciplined and immoral’, ascribing it to their ‘poverty and lack of education’. The philosopher Plato thought a state could be well governed only by Platonic philosophers.

No mumbling allowed

In the audience-free world of TV, where ‘acting’ and visuals have become of far greater importance than the actual words, it is no surprise that mumbling has become the fashion. Any ancient Greek actor engaging in such self-indulgent behaviour would quickly learn all about it. Tragedies and comedies were performed by masked actors, required both to speak and sing, and for the ‘choral’ parts to dance and sing to music, with a script that could veer linguistically from sublime limpidity to the most intense complexity. As a result, the highest premium was placed on voice training and the correctness, clarity and euphony of the actor’s delivery.

All the President’s yes-men

Donald Trump takes it as read that any criticism of his words or actions is an assault on the truth. The historian Tacitus, who had served Roman emperors in high office (including as consul), recognised the frame of mind and reflected on how one could maintain one’s honour working for such a monster. Tacitus saw that absolutism lay at the heart of the imperial system. To maintain it, the emperor surrounded himself with men who owed loyalty to no one but himself, and over whom he could therefore exert total control.

From Tacitus to Justin Welby

Many are still questioning the enthusiasm with which newspapers have implicated Archbishop Justin Welby, as a young man, in the abusive activities of a Christian camp leader for whom he was working. This line from the Daily Telegraph is typical: ‘Archbishop Welby is said to have gained much of his early grounding in Christian doctrine from the Iwerne holiday camps, where boys were recruited for John Smyth’s sadomasochistic cult.’ The Roman historian Tacitus (d. c.

Socrates on expertise

The governor of the Bank of England, Mark Carney, raises his growth forecasts and suddenly everyone believes the ‘expert’. So is it wrong to say that people ‘have had enough of experts’? Yes, totally wrong. Expertise exists: the question is, with what scope? Socrates dissected the problem. In debates in Athens’ democratic Assembly, he pointed out, topics such as building or ship construction were taken to be the business of builders and shipwrights, and anyone who, though no expert, attempted to give advice in those areas was jeered off the platform.

A Washington Post interview with ‘senior officials’ in the Trump White House reveals that ‘Trump… feels demoralised that the public’s perception of his presidency so far does not necessarily align with his own sense of accomplishment.’ Diddums! Nero could have taught him a trick or two.

In his inaugural speech last week, the new President Trump said, among much else, the ‘American carnage’ of poverty, ignorance and criminal gangs ‘stops right here and stops right now’. Since nobody with the slightest intelligence would offer such hostages to fortune, there is no point in paying attention to what he says, any more than to what he tweets. This disrespect for words would have appalled the ancient Greeks, who were well aware of the power of language, both for good and ill. The sophist Gorgias, for example (d. c. 380 bc), talked of the superhuman might of logos (‘speech, utterance’) which was such that it could make you feel happy, putan end to fear, remove feelings of grief,and so on.

An emperor’s inauguration

Given that Donald Trump is not the most popular president the USA has ever seen, even among his own party, it is salutary to be reminded what induction ceremonies can be like for those who devised imaginative routes to power. Pertinax, who started life as a schoolmaster, was a governor of Britain and a highly respected consul before succeeding the ghastly Commodus as emperor on 30 December AD 192. But the military did not appreciate his immediate attempts to restore discipline and financial stability, and he was assassinated three months later.

From Socrates to Osborne

Ex-chancellor George Osborne is planning a book to be titled The Age of Unreason. He says that ‘it will be my attempt to understand why populist nationalism is on the rise in our western democracies’. An Athenian would have been most surprised by that title’s implications. If the ancient Greeks are famous for anything, it is for the invention of western ‘philosophy’. By that is usually meant the attempt to explain the world in humanly intelligible terms, i.e. by the exclusive use of reason and evidence, without calling in aid the supernatural. This sort of thinking, begun by eastern Greeks in the 7th century BC, reached something of an apogee (at least in the eyes of most later generations) in 5th- to 4th-century BC Athens with Socrates, Plato and Aristotle.

Ovid’s post-truths

We are told we live in a ‘post-truth’ world. This appears to mean that everyone believes everything they are told as long as enough people say it on enough different media. The Romans called it fama (‘fame’). This term covered news, slander, rumour, public opinion, reputation, notoriety, glory. When Virgil’s epic hero Aeneas, destined to found Rome, had unwisely started an affair with Dido, the queen of Carthage, fama got to work, and Virgil described what a personified version looked like: a ‘huge, shuddersome monster’, swiftest of all evils, which might start small but gathered strength as it went. Kudos

What is a ‘kudo’? According to the Taxpayers’ Alliance, it is a mark of honour, many of which should be given to the Commons’ British Infrastructure Group, for demanding the scrapping of Air Passenger Duty. The Alliance clearly thinks that ‘kudo’ is the singular of our ‘kudos’. It is not. Kudos is singular already: it has been brought into English from ancient Greek κυδος (‘glory, honour’). But is it ‘wrong’? ‘Kudo’ is what is known as a back formation, generated by removing a word’s prefixes or suffixes to create a brand new one. Such back formations are rampant in English. Take the Latin pisum, ‘pea’.

Aristophanes on Trump

As self-important comics fantasise about unseating Donald Trump with their wit, they should remember the great Aristophanes. In 424 BC, he presented a comedy about the controversial politician Cleon. He was (apparently) the son of a tanner (ugh!), and was seen by contemporaries, including the historian Thucydides, as a ‘brutal’, ‘insolent’ but ‘very persuasive’ braggart — and all too successful. The play opens with two slaves driven out of their house after a beating by their new master Paphlagon (Cleon); he has risen to power by fawning on and flattering the gullible and senile Demos (‘the people’) and telling outrageous lies about his political rivals. So far, so Trump.

Electoral ‘communities’

In the eyes of the bien-pensants, the election of Donald Trump and the vote on Brexit have brought democracy to an end, and a good thing too since the people are clearly incapable of appreciating what the bien-pensant has to offer. In this they are bang up to date with their rather mieux-pensants and certainly more literate peers from the 16th century onwards. They too were pondering the best political system, and looked aghast at the Athenian democratic model.

‘America’s journey into the great unknown’, screamed a headline greeting Donald Trump’s election as next President of the United States. Most of us call it the future, which has a long and distinguished tradition of being unknown. In the ancient world there was quite an industry in attempting to foretell the future: oracles, auguries, dream interpreters and so on.

Mob law

Frenzied outrage from Leavers and comical paeans of praise from Remainers greeted the High Court’s decision to instruct government that Parliament had to agree to the triggering of the clause that will initiate the UK’s exit from the European Union. In 406 BC, the Athenians demonstrated just how dangerous such hysterical reactions could be. The Athenians had defeated the Spartans in a sea battle off Arginousai, with the loss of 25 ships. Against all usual practice, their sailors had been left to drown, either because a storm had made it impossible to pick them up, or those in charge were at fault. The eight generals were dismissed, and six of them returned to Athens.

Hippocrates’ prescription

Doctors are being urged not to tell patients what is best for them but to lay out the options and tell them to get on with it. Hippocrates (5th century BC) would have had his doubts. A key duty of the ancient doctor was, he said, ‘to help, or at least not to harm’. In this it was standard practice to involve the co-operation of the patient. As Hippocrates said, there were three components to the medical art: ‘the disease, the patient and the doctor. The doctor’s job is to serve the technical side; the patient’s is to co-operate with the doctor in combating the disease.’ Trust between doctor and patient was a key to that co-operation. Without it, patients ‘will not take medicine they dislike… and sometimes die as a result.

Corbyn and the Old Oligarch

With the Labour party reduced to a cult in honour of the vain and incompetent Jeremy Corbyn, the Tory party is currently ruling the roost. Perhaps the Old Oligarch, a fifth-century BC Athenian hostile to democracy — we do not know his real name — can help out. The Old Oligarch’s fascinating pamphlet took the view that dêmokratia — Athens’ radical, citizen-centred direct democracy — was fine if you were poor, ignorant and worthless, but what sensible person would want to live in a city controlled by such people? Only the ‘best people’, he argued, ‘who are disciplined, obedient to the laws and have a strict regard for what is respectable’, could be relied upon to produce a secure, well-governed state.
