There is little doubt that Rory Stewart is amply-qualified for his belated promotion to the cabinet. The new International Development Secretary also has a background that means he understands what his brief actually does, and its value. But his move from the Ministry of Justice has also prompted a round of complaining that Stewart will not be held accountable for a pledge that he made.  When he became prisons minister, Stewart set himself a deadline of 12 months in which to reduce levels of drug use and violence in 10 struggling prisons. If he failed, he promised, he would resign.  At the time, it seemed rather obvious that Stewart would most likely not have to face the consequences of this pledge: he would either get promoted or there would be another general election.

In sacking Gavin Williamson for an offence he strenuously denies Theresa May has created for herself a potential embarrassment. What if a criminal inquiry were to find the former defence secretary not guilty of any breach of the Official Secrets Act? Yet as no-one seems to have noticed, the mini-reshuffle she carried out in the wake of the sacking has avoided another fast-looming embarrassment. In promoting Rory Stewart to the Cabinet as International Development Secretary  she has averted the loss of a popular and up and coming minister. Last August, when prisons minister, Stewart made a rash promise. He said he would resign if he had not succeeded in reducing violence and drug-taking in 10 target jails within a year.

Rory Stewart has just been appointed international development secretary. Last week, he explained to Katy Balls why he would make a good Prime Minister: Almost nobody in Westminster admits to wanting to be prime minister. Rory Stewart is a cheerful exception. Most leadership hopefuls prefer to plot in dark corners and woo supporters in candlelit bars. The Prisons Minister is happy to sit in the sun in Hyde Park and talk openly about his ambition. It’s a tricky time for this country, he says. ‘In a normal situation I probably wouldn’t want to run.’ One of his friends thinks he’s mad: what’s the matter with just being MP for Penrith and the Borders? Why seek No. 10 now? Isn’t it a completely thankless task?

The next Tory leadership race promises to be a crowded affair. As I say in The Sun this morning, the whips are now worried about Rory Stewart’s ambitions. In a meeting with the government’s parliamentary private secretaries, the deputy Chief Whip Julian Smith demanded that anyone who had been to dinner at Stewart’s house the night before raise their hand. He said that he was determined to put all those with leadership ambitions ‘back in their box’. But this is the wrong approach. Leave aside, that those at dinner claim that it was a farewell to Stewart’s PPS Amanda Solloway, who lost her seat at the election, not a plotting supper. For even if Stewart is planning a leadership bid, he is no threat to Theresa May.

One of the stranger appointments of this reshuffle so far has been Rory Stewart being sent to Defra. The former chair of the Defence Select Committee does represent a rural constituency, but the obvious choice given his service in Iraq and Afghanistan would have been the Ministry of Defence. Perhaps this wasn’t possible given his passionate arguments in favour of maintaining defence spending at 2 per cent of GDP, which the Tories have refused to do. But another obvious choice would have been the Scotland Office, given his passion for the Union - and the location of his seat. During the referendum campaign, Stewart organised his own event called ‘hands across the border’, which involved building a large cairn of painted stones in honour of the Union.

One of the really striking claims that Ed Balls made in his speech today was that the Tories would end up cutting more from the defence budget than Labour. This is not the sort of thing that you’d expect to hear: Labour saying it would end up spending more on defence than the traditional party of the armed forces. The Shadow Chancellor said: ‘First of all, our cuts, in any part of public spending, are not going to go nowhere near the huge scale of defence cuts you are going to see under the Conservatives on the basis of these plans.’ Balls also said that it was ‘absolutely impossible on the Conservative trajectory’ to meet the target for defence spending to remain at 2 per cent of GDP.

Having walked across Afghanistan, governed a province of Iraq and written award winning books about his adventures, now Rory Stewart has delivered his own son: 'Penrith and the Border MP Rory Stewart has announced the birth of his first son - which he ended up delivering himself on the bathroom floor. Alexander Wolf Stewart was born at 5.30am last Wednesday. A press statement said he arrived so quickly that Mr Stewart had to deliver him before a midwife could arrive. It added: 'The birth went very well and the baby and his mother, Shoshana, are very well. We are so so immensely happy and proud. It is such a happy day.' What does the ambitious Tory do for an encore?

Rory Stewart, the colourful and interesting Tory MP, has been elected as chairman of the Defence Select Committee. Stewart is a formidable appointment. He is knowledgeable on defence and foreign policy matters: having served as a diplomat in Iraq and Afghanistan. He has written widely of his experience and insights, and has taught related subjects at Harvard University. He is well-regarded by serving soldiers, many of whom speak highly of his views on counter-insurgency and the work of his charity Turquoise Mountain Foundation. He has, however, taken his head ‘out of the mountains’ of Afghanistan – and sees that security threats have taken new forms, such as cyber security, human rights abuses and the economically unstable, densely populated coastal regions of the world.

Tory MPs from less privileged backgrounds than their leader have developed a fun new game to play in the members’ tea room: drawing up definitive rankings of Polite Old Etonians and Rude Old Etonians. I hear that the polite list includes Jesse Norman, Zac Goldsmith and Jacob Rees Mogg, while the rude list features not only the PM but his chief whip Sir George Young, who is accused of 'arrogance’. Apparently Sir George doesn’t say hello to people in the corridor. Keen bean Rory Stewart is also on the rude list: 'People don’t mind ambition in parliament, but vaulting Shakespearean ambition is a bit of a turn off,' whispers one game player. Will an Etonian ever lead the party again?
