Nick Clegg was apparently just being self-critical in his House magazine interview when he said the Coalition hadn’t got it right from the beginning on infrastructure. Those close to the Deputy Prime Minister are insisting that though speaking out on economic policy remains unusual in the Coalition, he was simply pointing out what has actually happened, with the government now offering more on capital spending. But at this morning’s lobby briefing, the Prime Minister’s official spokesman didn’t exactly take that same tone. ‘The Prime Minister’s view is that it was the right decision to have made,’ he said, pointing to increases in infrastructure spending in the last two autumn statements.

The GDP figures for the final quarter of 2013 are out tomorrow morning, and with them will come the usual round of commentary from government and opposition. Number 10 officials have been working on the mid-term review since the autumn, with what the Prime Minister’s spokesman described today as a ‘long-term intention’ to publish the awkward annex. But even though the review itself was delayed from the real mid-term point of the Coalition to this Monday, it doesn’t seem to have given those working on it sufficient time to get the annex ready for publication at the same time. The PM’s spokesman said: ‘It has been a long standing intention to publish the annex. Ken Clarke’s announcement that the government will accept a major House of Lords amendment to the Justice and Security Bill might ease the legislation’s passage through the Commons. The Lib Dems and several senior Conservative figures, including Andrew Tyrie, have been pressing the government to accept the amendment, which gives judges more discretion on whether a court should sit in secret. I’ve just had a chat with him about George Osborne’s explicit rejection of the mansion tax in his statement today as ‘intrusive’. Senior Lib Dem MPs are deeply concerned about the government’s plans for secret courts, and will urge the government to accept changes made to the legislation in the House of Lords, I understand. The Justice and Security Bill will have its second reading in the House of Commons in the next few weeks, fresh from a series of embarrassing defeats on the secret courts measures in the House of Lords. Theresa May has upset quite a few people from across the political spectrum with her comments in the Sun today about the Communications Data Bill. The Home Secretary told the newspaper: ‘The people who say they’re against this bill need to look victims of serious crime, terrorism and child sex offences in the eye and tell them why they’re not prepared to give police the powers they need to protect the public. Say what you will about Nick Clegg’s decision to take a different stance from the Prime Minister on Leveson, but the Deputy Prime Minister has this week effected another big change to the way Westminster government works. He has sent party members an email today explaining why he felt it was necessary to make a separate statement to David Cameron in the Commons on Thursday.
