For some time now, a growing number of Tory MPs have been quietly informing the whips that they will not be voting to support gay marriage. They’ve been getting letters from their constituents, and even those in favour of the idea know that they can’t afford to support it. When a cabinet member spoke to the whips office recently, he was given a startling reply: don’t worry, it will never come to a vote. The consultation is ongoing, but the agenda is being dropped. A few months after the coalition was formed, I went for lunch with a close ally of Nick Clegg. Traditionally the fact that the Liberal Democrats hold their conference first and still vote on party policy at it has been regarded as a disadvantage. But this year, I suspect that these two things will be in their favour. By going first, they will get to set the terms of debate for conference season. They’ll be able to spike their coalition partners’ guns on a whole variety of post-riots issues. The mini Tory rebellion last night, 15 Tory MPs voted to allow couples to transfer their personal tax allowance, has further strained relations between the whips office and some backbenchers. One complained to me earlier that the whips had been overly heavy-handed in their approach, describing their behaviour as ‘quite terrifying’. Now, these things are in the eye of the beholder and I suspect that the whips involved just thought they were doing their bit to maintain party discipline.
