Few government agencies have had a worse pandemic than Public Health England (PHE) whose mission is ‘to protect and improve the nation’s health and to address inequalities.’ Criticisms levelled at PHE over the past 12 months include failing to expand diagnostic testing and contact tracing, discouraging the use of face masks, failing to share infection data with local authorities and overcounting the number of Covid deaths in England. It has also been slated for focusing too much on lifestyle choices at the expense of properly preparing for a pandemic. In 2018/19, some £220 million of the public health budget was spent on anti-obesity schemes – more than twice the budget for infectious diseases.

First Minister Nicola Sturgeon appeared to be in a poor mood today, after David Davis used parliamentary privilege in the Commons last night to make a series of allegations against the Scottish government over its handling of the Salmond investigation. After the ITV journalist Peter Smith asked Sturgeon about the new allegations at the Scottish government’s Covid briefing, the First Minister at first refused to answer the question at all, saying ‘I’m not having this briefing side-tracked into the latest instalment of the conspiracy theories we’ve all be hearing about for a long time’. Sturgeon then took a rather more hostile approach, saying she would only answer questions from the journalist about Covid.

The row over the NHS pay rise is taking up most of the political attention when it comes to the health service at the moment. But it's not the only – or indeed the biggest – problem facing the politicians and officials involved. This morning Matt Hancock appeared before the Health Select Committee, and after being grilled on the proposed pay increase, found himself having to explain why, with just 16 days to go, hospitals still have no idea what their Covid-related funding is going to look like for the next six months and beyond. The NHS budget for 2021/22 still has not been signed off.

Germany is the latest country to suspend the Oxford-AstraZeneca coronavirus vaccine over concerns about possible side effects. The Netherlands and Ireland have taken similar steps. So too has Denmark, Norway, Bulgaria and Iceland, while Italy and Austria have halted the use of certain batches of the drug as a precautionary measure.  Britain has done many things wrong in its handling of the pandemic, but it has done one thing well: the rollout of the jab. It's the one place where we have useful lessons to teach the world in Covid-19. Europe, in particular, does not appear to be listening. Vaccine programmes as ambitious as the one needed now require joined-up international co-ordination and action.

Before the pandemic struck, there was talk of a ‘Great Stagnation’ – the idea that the world economy was doomed to lacklustre growth and had hit a technological plateau with no game-changers in sight. But Covid - and lockdown - has changed all that. There was such doubt about the vaccines because it normally takes at least ten years to develop a successful immunisation. Now, we have six working ones. The innovation will not stop there: breakthroughs are happening at rapid speed, from transport and energy, to medicine and science, and even when it comes to currencies. Take transportation and energy. Last October, for example, Waymo finally announced the launch of a taxi service that is fully driverless and open to the public.

Schools in England have gone back today, with pupils taking lateral flow tests and being asked to wear masks in order to keep the risk of infections as low as possible.  Today Boris Johnson held a special press conference to mark what he described as an 'emotional' moment in the exit from lockdown. He said that the 'overwhelming feeling is one of relief' and that the 'greater risk now is keeping them out of school for a day longer'.  There are rumblings about whether the current plan for lifting restrictions is sustainable He praised teachers for getting schools ready and for teaching throughout the lockdown period, and parents for homeschooling while trying to hold down their own jobs.

We have to rid the world of vaccine nationalism. No one is protected until we are all protected. And we need, above all, solidarity to fight a virus which by its nature does not respect borders or boundaries. Over much of the last year, European Union officials, led by the President of the Commission Ursula von der Leyen, have led the world in grandiose rhetoric about how we have to lead a global effort to fight Covid-19, contrasting its own noble internationalism with the grubby self-interest of the likes of Donald Trump or indeed Boris Johnson. But hold on. After much speculation, the EU has itself started firing the first shots in the vaccine wars, permitting Italy to block the export of 250,000 doses of the Oxford-AstraZeneca jab to Australia.

There are just days until all pupils return to English schools, and Conservative MPs are becoming increasingly concerned about what state many of these students will be in when they arrive back in the classroom after the best part of a year trying to learn from home. At today's Education Questions in the House of Commons, a number of backbenchers pressed Education Secretary Gavin Williamson on the work the government is doing to get the most disadvantaged children back up to speed. Both Jack Brereton and Julian Sturdy had tabled questions asking 'what support his department is providing to help children catch up on lost learning during the Covid-19 outbreak'. Williamson's response was to point to the £1.
