So far this year, Philadelphia has seen more than two shootings a day. Among the statistics was a local rapper known as Phat Geez. Here’s the message in his song “No Gunzone”: “Killings all up in my city / Can’t get enough of it / Facing all of these problems / I cannot run from it.” Derrick Gant was his real name. Dead at twenty-eight. So now comes Cherelle Parker, only a few months into her first term as Philly’s Democratic mayor, trying to plug the dike against a flood of lawlessness. Looking across her native city, she says that too much of what she sees is never OK, no matter concerns, including hers, about “root causes.

Not one American in a hundred has read Roe v. Wade, and perhaps no more of us really understand how a Supreme Court majority of seven justices barred — or, if you prefer, relieved — everyone else from coming to political terms on abortion. Think of Roe as a dispensation from the fraught business of democratic decision-making. It appears that respite is now nearing an end. Europe has set the example. It's where the US seems headed — into years of political fights in one jurisdiction after another, but in states rather than countries. Only with time has most of Europe managed to settle into norms usually established by legislatures reaching compromise aside from any creed, whether that of the Catholic Church or Planned Parenthood.

That was fast: the now-you-see-me, now-you-don’t, now-you-do masquerade in Philadelphia. Let’s review. On March 2, Philly, recovering from Covid hysteria, rescinded its indoor-mask mandate — masks off. On April 18, the city, alone among large American municipalities, rescinded its rescission — masks on (unless everyone working on-site and coming through the door was fully vaxxed). On April 21, the city rescinded its rescission of its rescission — masks off, for now. This latest experiment in masking left Cheryl Bettigole, the city’s health commissioner, explaining that Philly was only trying to “follow the data.

The city of Philadelphia appears to be following China, if only in small steps, toward the delusional goal of Zero Covid. A new indoor-mask order, announced last week by Cheryl Bettigole, Philadelphia’s health commissioner, takes effect today, April 18. It’s the first resumption of such a mandate by any large city in the United States. President Xi Jinping, the well-meaning Dr. Bettigole most definitely is not. Yet is Philly, like China, again being seduced by the notion that the virus can be made to go puff? In Shanghai, a brutal push for Zero Covid is imprisoning millions in their homes and tearing infected children from their parents for quarantine.

It can now be said that Gov. Tom Wolf has driven reform in Pennsylvania — and no matter that it checks his own authority. That reform consists of amendments to the state constitution, approved last week by referendum and intended to halt the string of emergency orders that Wolf has issued since the start of the COVID epidemic. Although legislatures across the country have entertained a flurry of bills to curtail the reach of executive lockdowns, Pennsylvania is the only state to put such a stay on a governor to a popular vote. It isn’t as if Wolf has been the most arbitrary governor in the country, not in view of Cuomo in New York, Whitmer in Michigan and Newsom in California. The competition for that distinction is too stiff.
