Boris Johnson is running out of time to produce things the Tories can show the voters at the next election. The theme of his Queen's Speech – if there was one – was an attempt to fix that. That next election campaign was countered by Keir Starmer in the chamber this afternoon. The main focus was on the cost-of-living crisis and how much worse things are going to get. Funnily enough, Starmer didn't mention the members of the government who'd broken Covid rules The Labour leader repeatedly accused this government of not being 'up to the challenge', with the Tories producing only a 'thin address bereft of ideas or purpose, without a guiding principle or a roadmap for delivery'.

Who governs Britain? It’s a dangerous question, as Ted Heath learned half a century ago. But while he was concerned with untrammelled unions, ministers today must contend with another unelected cadre calling the shots. The difference is that now, like in so many horror movies, the calls are coming from inside the house.  The Telegraph reports that the Ministry of Justice has appointed a ‘transgender employee support officer’. That in itself is hardly surprising. What does stand out is the reason for the appointment.

Boris Johnson has now apologised for receiving a fixed penalty notice for attending a lockdown-busting party. In a clearly very carefully scripted statement read to camera, the Prime Minister also made it clear he hadn't thought he was breaking the rules by attending the gathering in the Cabinet Room, which lasted 'less than ten minutes'. 'I have to say it did not occur to me that this might have been a breach of the rules, he said. But, he added, 'of course the police have found otherwise and I fully accept the outcome of their investigation'. He said he had 'paid the fine and I once again offer a full apology'. Johnson clearly thinks that his defence of inadvertently breaking the rules is sufficient for his party (though not good enough for the police).

The obvious and perhaps only way out of this mess for Rishi Sunak was for his wife to pay double taxation: that is to say, to be taxed in India for any income on her 0.9 per cent stake in Infosys, the $100 billion company set up by her dad, and then taxed in the UK too. She doesn’t make this point in her statement. To talk about double taxation would sound like complaining - and already the idea of the Sunaks being irritated by questions about their tax affairs is being used against them. The Chancellor might be privately annoyed, arguing this double tax has never been required of anyone before. Is this to be the new test for the spouse of anyone in public life? But, as I say in my Daily Telegraph column, there has never been a Westminster Wag like Akshata Murthy.

This evening Rishi Sunak's wife Akshata Murty has announced that she will pay UK taxes on her overseas income, following a public backlash after reports of her tax arrangements as a non-domicile emerged on Wednesday night. The change in tack comes after the Chancellor used an interview with the Sun newspaper to accuse political opponents of 'smearing' his wife in order to hurt him.

As the Russian invasion of Ukraine enters its second month, the war has settled into a largely attritional struggle – and the picture is very different across the various fronts. Russian forces have been forced on to the defensive in many areas. The Russian ministry of defence has announced that the ‘first phase’ of the invasion is over, to be replaced with a more limited focus on Donbas in the east of Ukraine. The reason for this is simple: Ukrainian forces have not only stopped the Russian advances around Kyiv in the north and Mykolaiv in the south-west but have begun to regain towns and cut key Russian supply routes.

Rishi Sunak ended 2021 as the most popular politician in the country. A YouGov poll for the final quarter of the year found that 31 per cent of all adults had a positive opinion of the Chancellor compared to 28 per cent for Nicola Sturgeon and 26 per cent for Boris Johnson. However, ending 2022 in the same situation looks rather ambitious.  As the cost of living crisis worsens, Sunak is under pressure both from the public and his own party to step in and ease the burden on households in tomorrow's Spring Statement. A poll out today suggests he has plenty of work to do to convince voters he has the right plan.

Rishi Sunak – Brexit vote and Ukraine resistance 'are not analogous' The Chancellor was in the TV studios this morning, ahead of the Spring Statement that he will deliver on Wednesday. Economic issues, like much else, have been cast into the shadows over recent weeks as the spotlight has inevitably focused on the Russian invasion of Ukraine. Prime Minister's Questions today had a strange tonal disconnect to it. The session began with a standing ovation for the Ukrainian ambassador Vadym Prystaiko, who was watching from the gallery. Normally, clapping is banned in the Commons, but today the Speaker tore up protocol and MPs from across the house (and journalists, who by convention don't clap anything) stood up to applaud Prystaiko. It was a moving moment. But it was not matched by the tone of Boris Johnson, either in his exchanges with Keir Starmer or indeed in the rest of the session. The Labour leader chose to focus on sanctions and economic crime.

The Prime Minister has been attending the annual Munich Security Conference, where the prospective Russian invasion of Ukraine is very much at the top of the agenda. The BBC’s Sophie Raworth caught up with Boris Johnson yesterday, following a speech he made warning of the disaster that war would bring. When news broke over the weekend that former minister Nick Gibb had become the 14th Tory MP to publicly call for Boris Johnson to resign, cabinet loyalists were furious. They weren’t just concerned about the growing number of no-confidence letters — they were angered by what they saw as a co-ordinated effort by ‘One Nation’ Conservatives to oust the Prime Minister. One Nation Tories, a 40-strong parliamentary group, have long been regarded with suspicion by Johnson’s inner circle. ‘They’re the government’s most obvious and vocal critics,’ says a member of the whips’ office. They tend to occupy traditional shire seats or sit in Lib Dem/Tory marginals. During the Brexit referendum they veered towards Remain.
