Has to be: Human foot found in Cleethorpes matches another in Holland. It gets stranger still: Humberside Police said a right foot found on Cleethorpes beach on August 11 belongs to a man reported missing from the South Yorkshire area in December 2008. A spokesman said: ''Humberside Police has also been liaising with the Netherlands authorities to work together to establish whether a left foot in a similar trainer found at Terschelling, the Netherlands, on Saturday September 11 belongs to the same person. 'This has today been confirmed.'' The spokesman added: ''The following police investigation has revealed no suspicious circumstances and police are now liaising with HM Coroner.

The #Twitterjoketrial Disgrace

You may remember Paul Chambers. He's the poor sod tried and convicted for tweeting: "Crap! Robin Hood Airport is closed. You've got a week... otherwise I'm blowing the airport sky high!" The context? He was trying to visit his girlfriend in Northern Ireland. It was January. There was snow. Nottingham airport was closed. This was frustrating. So he tweeted this - evidently ill-advised - joke. And was arrested under the terms of the Terrorist Act and subsequently prosecuted - and shamefully, convicted - under Section 127 of the Communications Act for sending an "indecent, obscene or menacing"message.

Too many policemen chasing paper-clips

Back in June, I asked how long the public would stomach David Cameron blaming Labour. Not long, was my answer - the government would have to form a narrative that suggested it was the ‘great reforming government’, not a symposium of partisan budget balancers. So far, it has failed to compel of cuts’ and public service reform’s necessity. Crime can now be added to the list. Theresa May has blamed Labour for HMIC’s findings into the police’s failure to arrest anti-social behaviour. ‘Labour achieved nothing,’ she said. Fair enough, but this was an opportunity to husband a narrative for public service reform. HMIC is in no doubt that the police have not done enough to combat anti-social behaviour.

The coalition is out of touch on crime

The coalition talks a lot about reducing the number of short criminal sentences. But this talk ignores just how liberal the sentencing regime already is. Just take this case reported on page 31 of the Evening Standard yesterday, a placement which suggests that it is far from unusual. 'At Finsbury Park station Ali, who had drunk a bottle of Jack Daniel's whiskey in Trafalgar Square with Jamil that night, aimed a punch at Mr Sanson over his girlfriend's shoulder. Miss Le Doussal turned around to ask what was going on, only for Ali to punch her in the face, leaving her with a black eye. Fellow passenger Daniel Hurley stepped in to remonstrate but as the argument spilled out onto the platform, Jamil punched him in the temple, knocking him to the floor.

The police retreat from the streets

Her Majesty’s Inspectorate of Constabulary has published a crushing verdict on the police’s handling of anti-social behaviour. It finds that the police simply aren’t sufficiently visible on the street, which concurs with the conclusion of an earlier report into value for money policing. There’s an old copper’s joke about holidays. ‘I’m going where there’s not a copper in sight.’ ‘Moss Side?’ comes the reply. HMIC’s central finding is that deprived areas are utterly benighted by constant antisocial behaviour, and the police have steadily withdrawn from these ghettos, thinking that tackling antisocial behaviour is 'not proper police work'. Fear of reprisal discourages public neighbourhood schemes.

How the unions oppose the achievement of more for less

The TUC’s attack on a leading public sector reformer, reported today, was designed to embarrass him and discredit the idea of reforming the public sector.  In fact, it has shown that they will oppose any change to the public sector workforce, even if it results in a better service for the public.   According to reports (here and here), TUC staff yesterday handed out copies of the transcript to Reform’s conference on public sector productivity.  They highlighted a quote from the presentation by Tony McGuirk, the chief fire officer of the Merseyside Fire and Rescue Service (FRS), that, “we’ve got some bone idle people in the public sector”.  Tony McGuirk apologised for the tone of his remarks this morning.

…a minister has repudiated the Brownite axiom that spending is the sole indicator for healthy public services. Nick Herbert has said, unequivocally, that ‘cuts and good services are not mutually exclusive.’ Herbert, minister of state at the Home of Office, continued: ‘I don't think we can go on playing this numbers game and say that we can automatically assume that every additional police officer recruited is bound to help deal with crime because I think what matters is what's being done with those forces.’ Then he elaborated, mentioning the Independent Inspectorate of Constabulary’s opinion that the police can find £1bn in efficiency savings by cutting administrative duties.

Straw fails to improve

Jack Straw did not improve on his previous PMQs performance today. He used up all six questions on Coulson and they were all too long-winded. Clegg got through it without too many problems, regularly using the operational independence of the police as a shield, as the Home Secretary did on Monday. The deputy PM also had the moment of the session when he informed the house that the first person to call Mr Coulson after he had resigned was Gordon Brown who had wished him well for the future. But at the very end of session, Labour got what they needed to keep this Coulson story going for yet another day. The Speaker has ruled that phone hacking is covered by privilege and so Chris Bryant is entitled to a debate on it tomorrow morning.

Vaz’s hand-grenade

Lucy Manning reports that Keith Vaz’s Home Affairs Select Committee will convene an investigation into the phone tapping scandal. Hauling Yates up before his eminence was a sleight of hand, calling for a second inquiry is as obvious as Jordan. Labour is confident and Coulson is their target. However, the Home Affairs Committee is more likely to examine the police’s inept investigations than the inner workings of a tabloid newsroom. (And so, according to Vaz, it will transpire.) Coulson will remain in the clear unless the CPS brings a prosecution on the basis of Sean Hoare’s new evidence.

Johnson caught in the crossfire

The shrapnel from the phone-hacking scandal is scorching more flesh by the day. This morning, it's not Andy Coulson nor the Metropolitan who are under question – but Alan Johnson and the Home Office. According to a leaked memo obatined by the Guardian, the department considered launching an independent inquiry into the Met's investigation last year, but abandoned the idea after a Home Office official stressed that Scotland Yard would "deeply resent" any such action. The police, continues the official, would have taken it as a sign that "we do not have full confidence" in them. And so it went no further. Johnson was, of course, in charge at the Home Office at the time. So this memo places some of his comments this week into a fresh context.

Coulson loosens the noose

The New York Times has produced what last year’s Guardian phone-hacking campaign lacked: direct testimony against Andy Coulson. Sean Hoare and an unnamed former News of the Screws editor allege that the practice was widespread and that Coulson encouraged it. These new revelations have rightly forced the Met to re-consider the case. At present, the political furore surrounds the Met’s incompetence not just the allegations against Coulson. Bill Keller, executive editor of the NYT, has claimed categorically that the ‘police already have evidence that they have chosen not to pursue’.

PC Plod picks up a packet

Back in May, Sir Paul Stephenson, Britain’s most senior police officer, insisted that the police should forgo bonuses to prove that their sole motivation was a sense of public duty. Such grandiosity looks absurd when a freedom of information request reveals that the police were awarded more than £150million pounds in bonuses last year. The Telegraph has the excruciating details. ‘Bonus payments across all ranks have risen six per cent over the past three years. The extra payments were introduced in 2002 by David Blunkett, the home secretary at the time, to offer incentives for performance. Five types of bonus are available, including extra payments for officers who show “professional competence” or carry out “demanding work”.

I’ve just flicked on the television in search of fresh disasters. The news that Raoul Moat shot himself when cornered in a kessel is still ‘breaking’. In this heat I’d be surprised if he wasn’t oozing by now, but 24 hour news doesn’t concern itself with such trivialities. The ‘Yours Concerned’ BBC reporter intoned in horror that 2 tasers had been used in the operation.  Now, I wouldn’t arm the officious clown who asked why I was carrying a bottle of Crozes Hermitage through Waterloo station yesterday evening. I oppose the adoption of tasers in anything other than extreme circumstances.

The Prisoner’s False Dilemma

Does prison work? I'm very pleased that John McTernan - who is one of the brightest and sanest of Labour buttons - is now ensconsed at the Daily Telegraph. Unfortunately he's not inoculated against daftness: Suddenly it’s become fashionable to see ending short term sentences as common sense. Alex Massie is the latest victim of this strange policy meme. He praises “the presumption that prison sentences of fewer than three months are generally to be avoided on the reasonable grounds that they don’t do much good for or to anyone”. This is quite an odd argument. You need to be a fairly bad person to get a prison sentence – however short – that does at least protect society.

The case for elected police commissioners

This afternoon I had the privilege to speak in a panel discussion at the National Policing Conference in Manchester, held jointly by ACPO (Association of Chief Police Officers) and the APA (Association of Police Authorities).  The subject was the future of policing - a particularly important one given the potential 25 per cent cut in budgets the service is expecting.   To the credit of the Police, they're already pioneering examples of the kind of changes that can save a lot of money while seeing services improve. Surrey, for example, has greatly increased the proportion of civilian staff in its force, acknowledging that they can do many jobs better and cheaper than uniformed officers.

Hugh Orde’s rhetoric is encouraging for Osborne

Whatever happened to Sir Hugh Orde?  A few months ago, he was threatening to resign over the Tories' plans for elected police commissioners.  But later, in a speech to the Association of Chief Police Officers, he seems to have come over considerably more cooperative.  On spending cuts, he stresses that police numbers will likely be reduced, but adds that "we fully understand that all will have to share the pain."  And on elected police commissioners, the worst he can bring himself to say is that "the test is reconciling it with operational independence for policing ... we have an absolute right to clarity on how this system will work.

Death by Taser: Coming to a Street Near You

Meanwhile, in other police news, Coppers in Birmingham are being armed with Tasers as a matter of course. Until recently, only firearms officers were so equipped. Sadly, this means that it's only a matter of time before someone is killed by one of these things. That's what happens when you start flinging 50,000 volt charges about. This isn't a question of if but of when. It will happen. What's more, I strongly suspect that handing more weapons  - even of the supposedly non-lethal type - actually makes everyone less safe. When the police are encouraged to think of themselves as paramilitaries then we shouldn't be surprised when they start acting in a thuggish fashion.

Another Disgraceful Prosecution

Like the Devil's Kitchen, I'm late getting to this story travesty. The most enraging aspect of it is, of course, that one can no longer be surprised by this kind of behaviour. Yet again the police and the criminal justice system prove themselves out of touch with common sense or decency. A grandmother has been jailed for five years for possessing a "family heirloom" World War II pistol. Gail Cochrane, 53, had kept the gun for 29 years following the death of her father, who had been in the Royal Navy. Police found the weapon, a Browning self-loading pistol, during a search of her home in Dundee while looking for her son. She admitted illegal possession of the firearm, an offence with a minimum five-year jail term under Scots law.

Let's suppose you were heading off on holiday and then let's suppose that snow had closed the airport and your plans were ruined. You might be vexed and then you might post a message on Twitter that hinted at your frustration. Suppose this Tweet read something like, oh, I don't know, this: "Crap! Robin Hood Airport is closed. You've got a week... otherwise I'm blowing the airport sky high!" Would you then be surprised to be arrested under the Terrorism Act? I think you might be. Well today poor Paul Chambers was found guilty under Section 127 of the Communications Act 2003 for sending an "indecent, obscene or menacing" message. He was fined £1000 and not has a criminal record. For making a joke.
