VERDICT: The specifics of today’s exchange between David Cameron and Ed Miliband may have everyone rushing for this Macmillan press release, but the rhetorical positions were clear enough. There was the Labour leader, angrier and more indignant than usual, painting the government’s welfare reforms as cruel and insufficiently thought-through. Even Ed knew he’d lost

Cameron made history today. He gave the Speaker a genuine reason to call PMQs to a halt. Usually Mr Bercow pops up two or three times to shout down shouters and to waste time by ordering time-wasters not to waste time. But today protocol obliged him to stop proceedings. A half-hearted punch-up was in progress over government u-turns and the PM was defending his reforms by referring to his favourite Labour ally, the shadow health secretary. Cameron's easy ride

Having u-turned on two more policies in the last two days, one would have expected David Cameron to have a hard time today at PMQs. But he didn’t. Ed Miliband never got going, turning in one of his worst PMQs’ performances. Cameron pithily summed up Miliband’s performance when he joked that ‘the best thing that can be said about his performance is he wasn’t thinking about politics on his honeymoon.’ Miliband’s performance today will add to the low-level grumbling about him among some Labour MPs and members of the shadow Cabinet. VERDICT: It’s nigh impossible to overstate what a pickle David Cameron found himself in this morning: the strain of the recent health debacle continues and he has had to orchestrate a u-turn on Ken Clarke’s liberal prison reforms, although don’t call it a u-turn. But, somehow, Ed Miliband contrived the PM’s escape. Miliband’s brief reconnaissance of the sentencing reform issue served only to highlight his one-time support for Clarke’s controversial reforms. Try as he might, he could not outflank the government. He merely looked opportunistic and Cameron made light (and hay) of this. After two misfired questions, Miliband moved on to the NHS. He was better here, but not much.

Cameron faces the barmy army

Ed Miliband came to PMQs hoping to turn the House into a rape crisis centre for the Justice Secretary. Quoting from Ken Clarke’s tricky Radio Five interview earlier he criticised him for distinguishing between ‘serious’ and ‘other categories’ of rape. Would the PM distance himself from his minister? Cameron claimed not to have heard the interview – conveniently enough – and pointed out that the policy is still at the consultation stage. Is Clarke's fate sealed?

Ken Clarke is in the middle of a media firestorm following his comments on rape. The remarks were typical of Clarke’s dismissive attitude to the victims of crime and Downing Street is clearly furious about them. It has ruled out sacking him, but I suspect that Clarke’s fate is now sealed come the much expected March 2012 reshuffle. Clarke is of the never explain, never apologise school of politics. VERDICT: That was probably the most straightforward PMQs that Ed Miliband will ever experience. Thanks to Ken Clarke, the Labour leader had several shots into an open goal — and most were excuted efficiently, if not skilfully. Lib Dem polarity

For the Lib Dems this was the first day of the afterlife. Booted off the AV-train which was supposed to fast-track them to power, the minority party now looks politically homeless. Everyone in parliament makes jokes about them but the gags never raise a laugh. Pity intervenes. At today’s session Ed Miliband was haranguing Cameron for ‘dumping on’ his ministers as soon as their policies run into trouble when he broke off to indulge in a Lib Dem-kicking moment which he felt would cheer his troops. ‘And the poor deputy prime minister,’ chortled Miliband, ‘gets dumped on every day of the week!’ Sad laughter followed. A mixed bag for the coalition at PMQs 

So much for the de-Flashmaning project. At PMQs, a tetchy Cameron doled out his usual number of insults, comparing Ed Miliband to Eddie the Eagle Edwards. Frankly, I don’t think this really matters as long as Cameron appears to be in control of his temper, which isn’t always the case. But Ed Miliband definitely raised a chuckle when he told Cameron to ‘calm down, dear.’ But, perhaps, the most noticeable thing about today’s PMQs was the behaviour of the Liberal Democrats. VERDICT: An inconclusive sort of PMQs, where neither leader particularly triumphed, nor particularly sank. Ed Miliband was persistent, and more aggressive than usual, with his questions on the NHS — but failed, really, to properly discomfort the PM. Cameron dwelt lazily on the extra money going into the service, but it was enough to carry him through the session. Perhaps the most striking moment was when, during the backbench questions, Cameron pointed out that “[the Tories] were the only party at the last election to promise [real-terms spending increases for health]. The papers report this morning that David Cameron has been urged by his aides to be more polite to his opponents at PMQs or risk playing into the Flashman stereotype of him as a cocky public school bully. Now, as with all advice about making PMQs a calmer affair (remember how Cameron pledged an end to Punch and Judy politics), this is easier said than done. PMQs today was dominated by the parties trying to get their lines out ahead of the voting on Thursday. VERDICT: A sedate sort of PMQs today, particularly in comparison to the fizz and fire of recent sessions. The reason is simply the date: with the local elections tomorrow, much of the emphasis was on making a straightforward pitch for votes. Miliband’s was to attack the “broken promises” of the coalition — a charge that, if not exactly new, is one he is deploying more and more. Whereas Cameron’s was to emphasise that councils can make cuts while improving services — and that Tory councils have been particularly successful in doing so. What a carve up | 27 April 2011

Blimey. That was a weird one. PMQs was trundling merrily away when the house was suddenly engulfed in a whirlwind of insults and accusations. Even now the row rumbles on across the blogosphere. Cameron arrived at PMQs looking genial and well-sunned. Quite a contrast with his sallow-faced opponent. Perhaps Ed Miliband’s bookish ways have kept him in the reading-room during the heat-wave while Cameron was roaming his herbaceous borders uprooting dandelions and other troublesome yellow-heads. The session began with the usual blend of opportunism and hypocrisy. Miliband demanded to know why economic growth has flat-lined in the last six months. Temper, temper

I have rarely heard the House as loud as it was after David Cameron’s ‘calm down, dear’ put down to Angela Eagle. The Labour benches roared at the Prime Minister and Cameron turned puce, while the Liberal Democrats looked distinctly uncomfortable. There is already a rather over-blown debate going on about whether the remark was sexist or not. But whether or not it was, it was certainly ill-judged. VERDICT: To paraphrase that famous football cliché, this was a session of two halves. Cameron put in a confident performance against what should have been the trickier set of questions: on the economy. But when it came to Ed Miliband’s second topic of choice, the NHS, it all went suddenly awry. The PM’s arguments were unusually messy and convoluted, lost in themselves. Mundane duties interrupt Field Marshal Cameron

This PMQs will be remembered for the Cameron Balls spat. As Cameron was answering a question from a Labour MP, he snapped at Balls who was heckling him, shouting ‘you don’t know the answer, you’re not properly briefed, why don’t you just say you’ll write to her’. A visibly irritated Cameron shot back, ‘I wish the shadow Chancellor would shut up and listen for once’.
