Under the alias ‘Director General of the Russell Group’, a certain Dr Wendy Piatt has slammed the government’s policy on student visas. In a quote to the Independent, she warns: ‘as ministers crack down on abuse of the system, they must be careful about the messages they send to the world's best and brightest students.’ Surely this cannot be the same Dr Piatt who rose through the ranks of Tony Blair’s favourite think tank, IPPR, before being seconded to the Labour team at the Department of Education in 2002? The same Dr Piatt who later became a senior Downing Street aide under the Labour government? We should be told! Her Labour links do not end there.

‘Intellectual laziness’ — that’s how Chris Bryant described the left's bashing of the Tories’ tough stance on immigration. The shadow immigration minister spoke this evening of his ambition to shape a new immigration policy for Labour in the role he personally requested from Ed Miliband: ‘By the next general election, I want to build a coalition of the rational on immigration. Last time, immigration hurt our vote…we failed to explain our policy. It’s not racist to say that talking about immigration is the most important political matter we face’ In his quest for a new rational policy, Bryant presented two key messages for Labour activists to take to the doorstep in 2015.

There was a flutter of excitement among the Higher Education community this morning, when the education editor of the Times tweeted that David Willetts, the Universities Minister, was about to announce that overseas students would be excluded from net migration figures, and therefore from the Prime Minister’s pledge to reduce net migration to under 100,000 by the election. Straightaway I responded that I thought this unlikely. There is a strong policy case for taking students out of the political 'numbers game' on immigration. Net migration figures are supposed to measure 'long term migration', whereas most overseas students return home fairly quickly.

Michael Fallon has given a pugnacious interview to the Sunday Telegraph. He said that Britain must end its obsession with the ‘politics of envy’ and celebrate wealth creators as ‘Olympian’. (I wonder what the minister makes of the Romford Business Awards, which are presented by his colleague Andrew Rosindell, the Conservative MP for Romford.) As well as having venerated wealth, Fallon introduced several policy objectives: a new round of privatisation (Royal Mail being the first target), employment law reform to ease the dismissal of underperforming workers or where working relationships have collapsed, and a sustained attack on 3,000 regulations.

As an ambitious young MP rewarded with promotion to Immigration Minister, Mark Harper could be forgiven for viewing the job with mixed emotions. Traditionally one of the most senior ministerial jobs outside Cabinet, it will certainly guarantee him plenty of exposure, but not always for the right reasons. His first and biggest problem is the target the Conservatives have set themselves, to reduce net immigration to under 100,000 a year. The latest figures remain more than double this level, despite a series of controversial reforms, and few observers think the target can be met before the next election.

So the Conservative party’s immigration minister, Damian Green MP, has introduced the idea of the ‘Danny Boyle test.’  In today’s Telegraph he argues that the Conservative party must resist ‘nostalgists promoting a better yesterday’ and that since the Olympics opening ceremony was a demonstration of ‘modern Britain’ it is therefore a ‘test’ that Conservatives must pass. And so the Labour MP Paul Flynn who described the opening ceremony of the Olympics as ‘a Trojan horse’  for the Conservative Party has been proved precisely right.

David Cameron is already going to struggle to hit his target of taking net migration from 250,000 to the tens of thousands. But I understand that the Home Office is nervous that other Whitehall departments could undermine that target further, seeing immigration as one sinew that could be strained as they begin to panic about growth. Look closely, and you can see an inter-governmental battle being fought. Theresa May and Damian Green have been on manoeuvres today, highlighting the government's progress in cutting net migration. The Home Secretary has an op-ed in The Sun on Sunday, where she also lists some of the areas which have been tightened to 'make life in the UK much more uncomfortable' for illegal immigrants.

When you are not a part of the Tory tribe there are certain subjects you worry about mentioning as journalist, whether it's at a Conservative Party conference, or indeed, on a blog for the Spectator. One is Europe, another is immigration and a third is multiculturalism. These three interlocking bogies drive the Tory grassroots and emerge, from time to time, to trouble the party leadership. The views of constituency activists on these issues (and people who like to comment on the Spectator site) can be fruity, but I have been talking to Tories for long enough to know that they can be genuinely passionate about this stuff.

Yesterday the ONS published a report showing average disposable incomes at their lowest level since 2003. This is difficult news for ministers: as Isabel pointed out, concerns about the cost of living – stagnant wages and rising prices – are one of the main reasons given by voters in recent polls for turning away from the Conservatives. Imagine, then, how pleased ministers must have been when they saw that the ONS had thrown them a lifeline: the chance to blame it all on immigration. The ONS report discusses the effects of wages and prices, and then adds that ‘finally, sustained population growth led to incomes being spread across a greater number of people, and therefore further reduced the growth of actual income per head over the period’.

Bringing the UK Border Agency to heel has been one of the mammoth tasks facing ministers since the coalition formed. Ministers have recently been rather keen to suggest that backlogs in claims and migrants disappearing without a trace were coming under control - Immigration Minister Damian Green said at the start of this month that 'we have gripped it and dealt with' the problem of people overstaying their visa, for instance.
