Today we saw just how tricky the game can be for opposition leaders. The government sets the parliamentary agenda and holds the keys to the war-chest. Cameron’s attempts to upset the PM looked diffuse and repetitive. On Afghanistan he offered support. On Kelly he flannelled about some footling detail of parliamentary timing. And on ministerial pay he drew attention to his gravest difficulty, namely that the pre-budget report was coming up next. The Tories are in mild shock following PMQs, they never expected Cameron to get clunked like that. Brown is clearly going to try and use Tory inheritance tax policy to ram home the message that a Cameron government will be a government of the rich, by the rich, for the rich. Fascinating details dominated PMQs today. Instead of the usual custard pie-fight this was a game of chess. Things began with talk of downpours and sandbags. Both leaders were concerned that the sodden folk of Cumbria are receiving enough hot soup and blankets. The PM reminded us that he’d recently popped up there to squelch around in his wellies shaking people’s hands and nodding sympathetically. Then Cameron pulled out a firecracker. Cameron had little choice today. At PMQs he played it sober and he played it statesmanlike. The Afghan issue, which is close to becoming a crisis, dominated the session. Both main party leaders were standing shoulder to shoulder, and Cameron used five of his six questions asking the same thing. ‘Are we both right in thinking we’re both right?’ Yes, said the PM, we’re right. Afghanistan’s salvation lies in the usual mantras. Does Cameron fluff PMQs on purpose? Some theorists say he lets Brown off the hook in order to keep the weakling in his job. I don’t buy that. A politician’s natural instinct makes him want to win every session, every question. But Brown sometimes sneaks through intact because Dave rarely varies his tactics. He doesn’t prepare ambushes. The Communication Workers Union has just confirmed that there will be a national postal strike tomorrow and on Friday, effective as of midnight tonight.  From a purely political perspective, this largely vindicates David Cameron’s decision to major on the strikes during PMQs earlier.  You imagine that the story will dominate news broadcasts later, and the Tory leader can expect to have some of his attacks on Brown inserted into the coverage.
