Michael Gove‘s departure from the Department for Education is the biggest shock of this reshuffle. Tory MPs have been even more surprised by it than they were William Hague’s leaving the Foreign Office. Downing Street is keen to stress that the education reform agenda doesn’t leave the DfE with Gove. The changes to the junior ministerial line-up at the department bolsters this argument, Nick Gibb—no friend of the teaching unions—returns as Minister of State for schools and Nick Boles, a close ally of Gove and a man brave enough to take on vested interests wherever he finds them, takes over the Skills Brief.

This corner of Nottinghamshire is packed with reshuffle hopefuls and Tory big-wigs ‘doing their bit’ for the by-election bid. Education minister Liz Truss had taken her mum and kids along. George Osborne was milling about while wearing his favourite high-viz jacket. And Theresa May brought her characteristic sparkle to the stump: the Home Secretary told assembled arm-chewing hacks that the Tories’ “excellent candidate” would secure the future for the hardworking people of Newark, you will be glad to hear.

Who are the ministers who could replace Maria Miller? Some of the muttering over the past few days has been about the Prime Minister's desire to keep women in the Cabinet, and Miller herself boasted of being the only mother in the Cabinet. If the PM feels he needs a woman, he could promote Nicky Morgan, currently shining at the Treasury.

Nick Clegg spent this morning singing the Lib Dem equivalent of Take That's Back for Good, telling his target voters from the teaching profession that whatever one of his colleagues had said or did, they didn't mean it. The Deputy Prime Minister was trying to apologise for comments by Vince Cable, who had rather clumsily underlined a valid point he was trying to make about the need for better careers advice in schools by suggesting that teachers 'know absolutely nothing about the world of work'. 'I know that Vince did not intend to offend teachers,' pleaded the Deputy Prime Minister on his LBC radio show. He then described the profession as the 'lifeblood of society', which could risk offending those carrying out other worthy public services such as nursing, but never mind.

So much of the education debate is about how UK schools perform relative to those in other countries – this week Liz Truss reported back from her visit to Shanghai – so when MPs on the Education Select Committee grilled Andreas Schleicher, the Deputy Director of the OECD which ranks education systems worldwide, they were keen to find out what his data suggests is causing the gap in performance between children in UK schools and those in cities such as Shanghai and countries such as Singapore. Schleicher made a number of interesting points about our education system which are worth mulling: 1. Even the vast improvements in London schools haven't brought them up to the standard of far east education systems.

Two ministers appeared in the Commons today to explain two different reforms. One is at the very start of its legislative life, appearing in yesterday's Queen's Speech, while the other one appears to be doddering about on its last legs after months of fanfare. Liz Truss found herself summoned to the despatch box to explain her plans to relax childcare ratios in order to drive costs down after it emerged Nick Clegg wanted to block them. This isn't a great surprise: the reform has excited strong opposition from the sector and parents. But what is strange is that the government never really made a great deal of effort to be aggressive about the idea in the first place.

Controversial though her proposals to relax quotas for childminders and nursery staff may be, no-one disagrees with Liz Truss' central mission to reduce the cost of childcare. The opposition know affordable childcare will form an important part of their 2015 offer, and have also been visiting countries such as Denmark to pick up some tips. It's also worth noting that Truss is only relaxing quotas in so far as childcare providers can take on one or two more children per staff member: a nursery worker will be allowed to look after four babies instead of three, and six under-fives rather than four. Similarly, a childminder will be able to look after two babies rather than one, and four under-fives, rather than three.

The Spectator’s Parliamentarian of the Year awards are being held this afternoon at the Savoy Hotel. In total 14 awards were presented by Michael Gove, Secretary of State for Education, who was invited to be  guest of honour in recognition of his parliamentary achievement. The award winners were: 1. A coalition bust-up was avoided today by Vince Cable’s absence from the Commons for the urgent question on the Beecroft Report. Tory MP after Tory MP got up to make warm noises about a report which Vince Cable has been gleefully trashing, describing one of its proposals as ‘bonkers.’ That Cable couldn’t make it back in time from the north of England to appear at the dispatch box will have been a relief to the Tory whips; one of them was distinctly concerned about how the Tory benches would treat the Business Secretary when he heard about the UQ earlier. Indeed, it was telling that when Chris Heaton-Harris attacked Cable and Lord Oakeshott, Mark Prisk — the Tory minister answering the question — did not rebuke him.

There have always been two types of Tory modernisers. Both wanted to talk about issues that the party had neglected — public services, the environment and the like. But the soft modernisers were more prepared to compromise ideologically, to go with the flow of the age. The hard modernisers’ interest, by contrast, was in applying Tory thinking to these areas. Michael Gove’s education reforms are, perhaps, the best example of hard modernisation in action. As Charles Moore puts it in the Telegraph today, ‘Mr Gove offers an attractive combination — complete loyalty to the Cameron modernisation, but a Thatcher-era conviction politics as well’.
