It's always wise when looking at the European Union to imagine that you're an alien (it's the sort of thing MEPs probably do on away days, anyway) coming to the administration for the first time. If a friendly alien had pitched up on earth this afternoon and read the Foreign Office's first tranche of Balance of Competences Review reports (clearly the sort of thing any sensible alien would do, after a period of revelling in the labyrinthine beauty and inefficiency of the gov.uk website), what would they think? The first of reports - there are three more to come - were published this afternoon, delayed, it was claimed, to stop uproar on the Tory backbenches. It's not difficult to see why this might have been a concern.

Friday’s vote on James Wharton’s EU referendum bill is going to push the whole Europe question right back up the political agenda. The Tories will try and use it to highlight their support for a vote and the opposition of the other major parliamentary parties. It will be very hard for Ed Miliband to go into the next election opposed to a referendum. It would look like he was opposed to giving the public a say. I also suspect that it will become almost politically impossible to oppose a referendum after the European Elections in 2014. Patrick Wintour reports today that Labour is toying with the idea of either amending the Wharton Bill to back an instant In / Out vote or committing to one within the six months of the next election.

Many Prime Ministers go native when they head to Brussels. But David Cameron's hostility to the whole racket is hardening with every trip. At his post-summit press conference today, he was remarkably frank about what had just happened. "I have defeated this latest attempt to cut the rebate," he said. “I am frustrated I have to go through that battle all over again. But in this town you have to be ready for an ambush at any time, and that means lock and load and have one up the spout, and be ready for it. And that is exactly what I did... It is, and I won’t lie, it is immensely frustrating sometimes, the way this organisation works . . . I think this is no way for an organisation to conduct itself.

In February, David Cameron managed to rally of group of likeminded countries to agree a historic cut to the EU’s long-term budget. However, due to the maddening complexities involved in the EU politics, a cut isn’t always a cut (just as an opt-out isn’t always an opt-out).  Which is why, while all eyes in Westminster were on the scrap between George Osborne and Ed Balls over the Comprehensive Spending Review, the European Commission’s presentation today of its draft budget for 2014 – the first under the new deal – is politically significant. For Cameron, there is both good and bad news. The good is that the 2014 budget does indeed represent a cut in spending – from €144.5bn in 2013 down to €135.9bn, a reduction of 5.8 per cent.

David Cameron will come under increasing pressure in the next few months to publish his 'shopping list' of reforms he wants from a renegotiation of Britain's relationship with Europe. Even those who want to know what the Prime Minister is really thinking accept that this is not a good idea, as he would neither satisfy the spectrum of views across his party, nor impress them when he returned with only 14 out of 20 demands granted (even if those 14 reforms were very impressive ones). But the Tory party has been consulting its members on the powers that they would like to see returned to national governments. I've got hold of the results, which underline how big the expectations are on Cameron to bring about big change in Europe.

It’s said that Ken Clarke would cross a motorway to pick a fight with a political opponent. His aggression is one reason why he thrived (eventually) under Mrs Thatcher: ambulance drivers, teaching unions and local government were all given a bunch of fives when Clarke reached Cabinet in the late ‘80s. Chris Patten (in the course of saying that he would go into the jungle with Clarke) told the late Hugo Young that ‘the key to Clarke is that he is anti-establishment – any establishment’. Yet pugilism is but one side of Clarke. He is not, by temperament or conviction, an ideologue. What matters is what works. And it worked for him.

By the time the G8 is next held in this country, the United Kingdom may well have left the European Union. In the next eight years, the question of whether Britain is in or out will be settled. We know that if David Cameron is Prime Minister after the next election, that decision will be made in 2017. But whoever is in No. 10, a referendum is coming. When it comes, the Tory party will have to decide whether it is for exit or staying in. Either way, it is hard to see the party staying together. On Monday, we had a preview of the coming argument. David Cameron gave a speech declaring that EU membership ‘is not some national vanity; it is in our national interest’. This would have been relatively uncontroversial even during the bitterest period of John Major’s leadership.

Tories preparing the ground for David Cameron's renegotiation of Britain's relationship with Europe are to take MPs from other parties with them as they visit European cities, Coffee House has learned. The Fresh Start Project, made up of Conservative MPs campaigning for reform of the European Union, has already visited Prague, Warsaw and Berlin to hold preliminary meetings setting out the need for change. Its next round of visits will include members of the All Party Parliamentary Group for European Reform, which is co-chaired by Fresh Start's Andrea Leadsom and Labour's Thomas Docherty. The Conservative MPs organising the visits think including other parties will help them secure more meetings and also advance the case for reform in other Westminster parties as well.

Tensions between some ministers and the civil service are at boiling point, with vicious briefings taking place on both sides. Seemingly keen to keep the pen-pushers sweet, former Chief Whip Andrew Mitchell lashed out last week at colleagues who have been winding up Sir Humphrey: ‘This behind-the-hand rubbishing of public servants is extremely unattractive.’ Spoken like a man who has certainly never been rude himself. A ‘former minister’ also told Sue Cameron in the Telegraph: ‘This is not good management and it’s not good politics, either. If it’s a choice between politicians and civil servants, there’s no doubt that the public will side with the civil servants.

Alas, now we know William Hague has joined the list – and it’s a long list – of British government ministers who do not understand how the European Union works. His idea that national parliaments should demand a ‘red card’ system so they can block unwanted EU legislation is muddled in several ways. First is that, if national parliaments are where EU laws should be vetoed, where does that leave the prime ministers who make up the European Council?  Prime ministers – and foreign ministers, and agricultural ministers, and the rest -- go to Brussels and put their vote or their veto (when they’ve got one) on the table when there is any EU legislation that has to be approved.

The Conservatives know that the best way of detracting from the binary In/Out? debate about Europe in the Westminster bubble is to jolly well get on with making the case for reform in Europe. It is vital that ministers give the impression that there are changes that other European leaders would quite happily sign up to, rather than an impossible shopping list. William Hague's speech to the Konigswinter Conference in Germany today was part of that attempt. The idea he floated - of giving national parliaments a 'red card' to veto unwanted EU legislation - is something ministers and Tory MPs paving the way for a renegotiation have been discussing over the past month or so.
