When ‘white privilege’ doesn’t count

First off the blocks criticising Dr Tony Sewell’s report of the Commission on Race and Ethnic Disparities was Professor Kalwant Bhopal from the University of Birmingham. Writing in the Guardian and focusing on her specialism of education (she is director of the Centre for Research in Race and Education), she took exception to the statistics that showed the majority of ethnic minority groups 'perform better than White British pupils'. If this were true, of course, it would put to bed the whole idea of institutional racism in education and 'white privilege', for it wouldn’t be a racism worth its salt if whites systematically came bottom or near-bottom.

I first came across Philip Larkin’s poem ‘This Be the Verse’ when I was 18 in the late 1970s. You know the one: ‘They fuck you up, your mum and dad/ They may not mean to, but they do…’ I was working as a volunteer in a care home for physically handicapped adults in Camden, north London. I had dropped out of school without doing my A levels. When I visited my parents over Easter, my father was angry about my newly acquired pierced ear and earrings: ‘What does it say about who you’re associating with? You’ve really upset your mother.

Private schools in the United Kingdom are affordable only to those on the highest incomes. But surprisingly to many, this is not true across developing countries, where low-cost private schools are ubiquitous and affordable to all. For nearly two decades I’ve been researching this phenomenon. I’ve visited low-cost private schools in more than 20 countries, from the vibrant slums of sub-Saharan Africa and South Asia to remote mountain villages in South-east Asia and the gang-dominated barrios of Central and Latin America. It truly is a global phenomenon, serving huge numbers of children. In Lagos State, Nigeria, alone, there are an estimated 14,000 low-cost private schools, serving two million children.

Are university vice-chancellors paid too much? The government clearly thinks so, and is planning to fine universities that can’t justify paying their leaders more than the Prime Minister’s salary of £150,000 per annum. Louise Richardson, vice-chancellor of Oxford University (salary £350,000), strongly disagrees, and has contrasted her salary negatively with those of bankers and footballers. But bankers and footballers work in the private sector and so are not the concern of government. It’s surely an established principle that government can intervene in the pay of chief executives of public bodies, but not of private ones. And any fool knows that universities are public bodies. Or are they? Actually, Professor Richardson is on to something important.

On the Today programme a month ago, Education Secretary Justine Greening was asked whether she could name any ‘respected figure or institution’ in favour of more grammar schools. She declined to answer, which was taken to mean that she couldn’t, and that there wasn’t. I’ve been travelling a lot this year, so wasn’t around to offer my support. I’m back now. Assuming that a professor of education at a Russell Group university is respectable enough, let me wade into the debate: yes, I’m in favour of more grammar schools. Educational experts against more grammar schools — of which there are plenty — point to the current evidence from England and international evidence in their support. They’re wrong to do so on both counts.

A lesson in bias on private schools

What’s wrong with low-cost education in poor countries? Quite a lot, you might think, if you read a new report from the Department for International Development. Low-cost private schools serve around 70 per cent of children in poor urban areas and nearly a third of rural children too. But the issue raises controversy among academics and experts, not least because it goes against 65 years of development dogma that the only way to help the poor is through government education, with big dollops of aid thrown in. Every aid agency and government has gone along with that. The only fly in the ointment is that poor parents disagree, which is why low-cost private schools are burgeoning wherever you look.

Nicky Morgan, Secretary of State for Education, has announced the closure of the Durham Free School, following scandalously one-sided Ofsted reporting about the school.  Closure would lead to less choice for parents in disadvantaged ex-mining villages here in the north-east. Local Labour MP, Mrs Blackman-Woods, says that there are surplus places available, so no free schools are required. There are surplus places, but only in schools that are perceived by poor parents as undesirable, low in academic standards and rife with bullying. There are great schools in Durham too, but these are oversubscribed. ‘Distance-based’ admissions criteria mean they’re accessible mainly to the sons and daughters of those in the best postcodes, academics, doctors and the like.

Malala for free schools

That Malala Yousafzai, the girl the Taleban tried to murder, is a brave and resolute young woman is not in doubt. The youngest person ever nominated for the Nobel Peace Prize, she has won many awards, including the Sakharov Prize and an honorary degree from Edinburgh University, in her campaign for ‘the right to -education’. But something curious is going on. Something crucial to her experience is always omitted when her life and mission are described by international agencies and the media. Education International, the global teachers’ union umbrella group, is typical. Malala is campaigning, they say, so that all can benefit from ‘equitable public education’; that is, government education.

A lesson from the Third World

Schoolboy Worlanyo leaves his crowded home in the townships of Accra, Ghana, early in the morning, smartly dressed in brown shorts and a bright but frayed yellow shirt. He makes his way down filthy streets, but walks past the run-down exterior of the government school, where a few children forlornly wait for the doors to be unlocked. The government school teachers won't be there for a few hours, some not at all today, or any day. Worlanyo walks on past, turns off down the next alleyway and enters by the brightly hand-painted signboard the crowded playground of 'De Youngster's International School'. The elderly Mr A.K. De Youngster looks on with pride as the children begin their assembly with a hearty rendition of 'How Great Thou Art' at the school he started from scratch in 1980.
