Iain Duncan Smith: Universal credit plan is different

Iain Duncan Smith is up before the Work and Pensions Committee this afternoon to talk about his department's annual report. Doubtless the latest bad news on universal credit will crop up, which is a line in the OBR's Economic and Fiscal Outlook which says there will only be a handful of claimants on universal credit by 2014/15, rather than 1.7million, and just 400,000 claiming the benefit in 2015/16 rather than 4.5million. Duncan Smith had a trial run of this afternoon's grilling on the Today programme, where he seemed particularly grumpy, muttering about the presenters trying to find fault while insisting that the programme was still on budget.

Ed Balls: ‘I couldn’t give a toss’ about job speculation

Generally when someone says they 'couldn't give a toss' about something, you can safely bet more than 50p and a cake that it's the most important thing ever to them. So when Ed Balls told Sky's Murnaghan programme today that he 'couldn't give a toss' about speculation that Ed Miliband might move him, it meant a number of things. The first is, of course, that he could give a toss, but frankly it would be weird if the Shadow Chancellor didn't care whether or not he continued in his job. Anyone answering that question honestly would have to admit that they jolly well do give a toss about whether they're going to lose their job or not.

‘Not misleading’ = ‘we’re right!’

Ed Balls didn't have a good day yesterday with his poor Autumn Statement performance, but he's had a slightly better day today, with an analysis from the Institute for Fiscal Studies that confirms families will be 'substantially' worse off in 2015/16 than they were in 2009/10. Balls wants to keep talking about the cost of living: now he's got the IFS' analysis on his side too. Except the IFS didn't quite back him to the hilt. The analysis of the parties' approaches to the living standards question concluded that while the measure Balls used to calculate that working people are £1,600 a year worse off under the Coalition was 'incomplete', it is 'not giving a misleading impression of changes in average living standards'.

Ed Balls, champion heckler, complains about heckling

Chris Leslie popped up on the Daily Politics today to complain about the way Ed Balls was received in the Chamber when he responded to the Autumn Statement. Asked why Balls made such a horlicks of yesterday's performance, Leslie said: 'Well, there are plenty of Conservatives who would like to say that, in fact there were 350 or so odd Conservative MPs barracking and jeering, and I defy anybody to try and get their voice heard in that environment.' Andrew Neil then told Leslie that he had received three separate off-the-record briefings against Ed Balls from Labour aides, some of whom were close to Ed Miliband. The Shadow Chief Secretary to the Treasury replied: 'Well, er, er, it's always off the record, isn't it?

Food banks and free school meals: how ministers missed an opportunity

The Trussell Trust, which runs the biggest network of food banks in the UK, has used today's Autumn Statement to remind politicians that over 500,000 people have sought emergency food parcels since April. There is a particular poignance to this,as today was the day the Lib Dems were having a song and dance about their free school meals policy that they're so proud of. But while that policy might be very pleasing to any parent of a child in infant school who doesn't have to make sandwiches any more, is it really the best use of money when departments are being asked to find an extra £1bn of savings a year will be made for the next three years?

Ed Balls: OBR forecasts show cost of living will continue to haunt Tories

Ed Balls has not had a good day. He has just given his post-autumn statement briefing, at which he argued that Labour had set the agenda for this statement with Ed Miliband's energy price freeze pledge. He's right, but as James explained in his blog, while Labour set the terms of debate for the autumn, the Tories have just set the agenda for the winter. The autumn was about the cost of living and energy prices, now the winter will be about credibility. This of course assumes that the Conservatives follow up a good day today with an aggressive campaign over the next few weeks. That has not always been a given, but CCHQ is getting better at driving home clear messages, and MPs and ministers are growing more confident about popping up on the airwaves to defend the government.

Autumn statement 2013: Ed Balls’ counterattack

Ed Balls knew that his response to George Osborne's Autumn Statement today was going to be difficult. As I blogged this morning, the Shadow Chancellor didn't really have anywhere to go other than complain about the cost of living. This was aggravated by the fact that any Shadow Chancellor's response to any autumn statement is a tough gig as he has no more advance sight of the figures and announcements than anyone else (perhaps George Osborne was just trying to be kind this year by briefing so much out in advance). But Balls' strategy seems to have been the following: 1. Draft some good jokes in advance The jokes were good. If autumn statements were about jokes, Balls would have done pretty well.

George Osborne’s jubilant ‘yes, but’ Autumn Statement

Just because George Osborne had some very good figures indeed to read out at today's Autumn Statement doesn't mean that he had an easy job. There's Labour's campaign on the cost of living, which the Chancellor and his colleagues have given enough ground to that it has credence. Then there are the worries of his senior colleagues that Osborne might 'bank' the recovery too early. But Osborne did deliver a statement that addressed all these concerns.

Autumn statement: Labour’s only safe attack line

George Osborne wants to use today's Autumn Statement to focus on the good figures and his government's responsible approach to the economy. This, Tory strategists hope, will leave Labour with nowhere to go: Ed Balls has been a prophet of doom whose predictions now look as useful as those offered by a chap with a sandwich board offering the definite date for the end of the world, and voters are still suspicious of Labour's instincts when it comes to spending. Labour has obliged this morning by releasing the below poster, which shows its top dogs accept that for the time being the party has nowhere to go either, other than to complain about the cost of living by stealing a decades-old Tory campaign message: But there's one caveat to this.

Cameron focuses on long-term plan for Autumn Statement, not short-term goodies

Much of the meat of the Autumn Statement has already been briefed, which raises the question of what's left to get excited about tomorrow. There will likely still be a number of crowd-pleasing announcements, but ministers are clearly keen to clear some space on the decks to focus on the figures that George Osborne will announce on the deficit and the updated growth forecasts. And a lightly-filled rather than overflowing goody bag from the Chancellor also gives him the opportunity to drive home his message about the 'responsible recovery' and a responsible government, rather than one that starts handing out prizes the moment the recovery appears on the horizon.

Boris Johnson’s Tory colleagues refuse to stick up for him on IQ comments

Boris Johnson insisted today that critics of his comments about IQ had chosen to 'wilfully misconstrue what I said'. He told LBC radio this morning that 'what I was saying actually is that there is too much inequality, and my speech was actually a warning, as correctly reported by many newspapers, actually a warning against letting this thing go unchecked. Because if you look at what's happened in the last 20 to 30 years, there's been a widening in income between rich and poor - there's no question about that.' He also managed to fail an IQ test, which was an inevitable consequence of this whole debacle. But Labour is keen to use the Mayor's comments as a stick with which to beat the Conservatives as a whole.

Could ‘norms’ be influencing controversial fitness-to-work tests?

Every so often, when another strange case crops up of someone being declared fit as a fiddle for work who then dies a few days later, or who cannot walk, talk or feed themselves, questions are asked about how on earth the government could have got its fitness-to-work tests quite so wrong. These Work Capability Assessments run by ATOS Healthcare on behalf of the Work and Pensions department, are a cross-party mess: set up by Labour and continued by the Coalition. I've written before about the problems with their design and the contract between the DWP and ATOS, but another element that makes the test even messier has come to my attention this week.

The PISA rankings have exposed Labour’s policies on education

Michael Gove wants to blame Labour for today's PISA rankings, in which the UK has fallen five places to 26th, and Labour wants to blame Michael Gove. So in this spirit of mutual accusation, Gove and his opposite number Tristram Hunt, pitched up in the Commons asking one another to support their own plans for reform. Gove repeatedly appealed to the opposition to join him in supporting his various policies from more autonomy for head teachers to performance-related pay, closing his statement by appealing to Labour for a 'unified national commitment to excellence' in education. Hunt then responded by asking Gove if he would join Labour in supporting various policies cooked up by the Opposition front bench, such as qualified teachers and collaboration for free schools.

PM dodges ‘small island’ moment in China

David Cameron's visit to China is rather different to some of his recent trips. Firstly, as Douglas Murray outlined yesterday, he's not making as big a noise about human rights as he did when he was in Sri Lanka recently (and in Sri Lanka, it wasn't just noise: it was the body language, with an awkward handshake summing up how he felt about Sri Lankan President Mahinda Rajapaksa). Secondly, he's not going to bother getting all Love, Actually about the country he represents. When he was in St Petersburg, the Prime Minister got rather overexcited about a comment from a Putin official about Britain being a 'small island no-one listens to'. His wife Samantha now jokes that the Prime Minister in Richard Curtis' film is also called David and that her David fancies imitating the fictional one.

Fallon: green energy isn’t the government’s energy priority

Michael Fallon is the Spectator's Minister of the Year, nicknamed the 'Minister for Royal Shale' for his dual role in the privatisation of the postal service and getting fracking going in this country. He's also the minister whose thinking most closely mirrors Number 10's stance on the energy market at present, and so his speech at the Spectator's energy conference yesterday wasn't just an important glimpse into current government policy, but also future Conservative policymaking on energy.listen to ‘Michael Fallon speaking at the Spectator's Energy Conference’ on Audioboo Significantly, the Energy Minister told the conference that the most important issues were 'security of supply, affordability, and playing our part in combating climate change. And that for me is the order.

Caroline Flint and Ed Davey clash over who cares most about consumers

One of the Conservatives' great victories in government has been to portray the party as on the side of consumers against behemoth and sometimes inefficient producers. Take education, where Michael Gove has set to tackling the 'Blob' of the education establishment on behalf of parents who want real choice over their children's education. Or the NHS, where Jeremy Hunt has styled himself as the patients' champion, standing up to a resistant NHS establishment on standards of care. But this isn't the case on every front. Today's Commons statement on energy bills by Ed Davey underlined the struggle the Coalition faces in presenting a convincing case for being a consumer champion when it comes to the cost of living.

Ed Davey focuses fire on Labour – for now

Of all the ministers involved in the Coalition negotiations over energy bills, Ed Davey has had quite the worst experience. He has had to water down his conference bullishness about standing up to the Tories to a sort of amiable plea that the Lib Dems really are keeping the Coalition green. When his departmental junior Michael Fallon won 'Minister of the Year' at the Spectator awards this year, one of the judges observed that he had 'kneecapped Ed Davey'. In his interview on Today this morning, Davey went for Labour, and dodged suggestions that he and his party had lost out.

Naked politicians and the Emperor’s New Clothes: Labour’s Autumn Statement challenge

The Autumn Statement isn't until Thursday, but already it's clear what the attack lines will be from both sides. As James explained earlier, the Tories and Lib Dems will want to focus on the 'responsible recovery', which means fewer giveaways than a Chancellor might be tempted to make at this stage in a parliament and which feeds into the Conservative narrative that voters should let them finish the job by re-electing them in 2015. From Labour's part, it's that this Autumn Statement was written by Ed Miliband at his party's conference in Brighton. Labour MPs are now very keen to talk about Coalition politicians dancing to Labour's tune. Meanwhile, Ed Balls is quite keen to talk about naked politicians.

Tim Yeo deselected by local Conservative association

Tim Yeo's local Conservative association in South Suffolk have deselected the 68-year-old MP via secret ballot last night, the BBC reports. Yeo was only recently reinstated as chair of the Energy and Climate Change select committee after the Parliamentary Commissioner for Standards ruled he had not broken rules on lobbying. As Yeo has previously said he wants to stand again in 2015, he can now either appeal or apply to be the new candidate for South Suffolk. His majority is 8,689. There is some theorising this morning about whether this is about the 'green crap' row over green levies and taxes on energy bills. Yeo is an outspoken supporter of renewable energy and often clashes with his Conservative colleagues over supporting climate change.

Teaching union talks dissolve into farce over guest list

How kind of the teaching unions to get us all in the mood for Christmas with a nice big pantomime. The latest amusing drama from the NUT and NASUWT is over a meeting that they're supposed to be having with Michael Gove about their ongoing industrial dispute. This dispute, if you will remember, nearly led to the unions holding nationwide strikes over performance-related pay. But those strikes were called off on the offer of more talks with Gove. Now the talks themselves are mired in a row over who has been invited: the NASUWT and NUT do not want representatives from other unions coming along because they feel the dispute is specific to their unions (and the other unions tend to be far less militant and in some cases, such as the NAHT, supportive of performance-related pay).
