Today programme

It was the second of the Today Programme's New Year's interviews with the three party leaders today; this one with David Cameron. And there was plenty to digest from it. So much, in fact, that we thought we'd bash out a transcript, so that CoffeeHousers can read it through for themselves. That's below, but before we get there it's worth highlighting a couple of things that Cameron says. First, his point that ‘we've seen a level of reward at the top that just hasn’t been commensurate with success’, which is another volley in the battle against the ‘undeserving rich’ that James mentioned yesterday.

It's just baffling. The House of Commons committee on energy has today published a report entitled “UK Energy Supply: Security or Independence?” with hardly a mention of the 200 trillion cubic feet of Shale gas recently found outside Blackpool. As Matt Ridley wrote recently in his definitive Spectator piece, these reserves – if exploited – are "enough to keep the entire British economy going for many decades. And it's just the first field to have been drilled." It may well be that just a fifth of this are exploitable, but there is no mention of this potentially game-changing discovery in the committee's report today.

Listen to John Prescott on the Today programme this morning and you may begin to understand the complexity of the task Labour faces. Prescott was putting the best gloss he could on Labour and the vastly incompetent civil service wasting hundreds of millions on regional fire stations. Listening to his bluster, even the most loyal Labour supporter might have been glad that the party was no longer in office. Prescott showed no remorse; no appreciation that the burden of taxation falls on working and middle class people, who need to hold on to every penny they can. As with so many left-of-centre politicians, he did not regard the waste of other people’s money as a sin.

Now here's a thing: a radio appearance by Alan Johnson that actually clarified some details about Labour's economic policy in the Miliband era. Sure, the shadow chancellor spent most of his time on the Today Programme setting about the coalition's VAT hike, with all the usual arguments about jobs and growth. But there was also confirmation that Labour's deficit reduction plan would split 60-40 between tax rises and spending cuts, and that they would raise national insurance levels rather than VAT. It repositions the argument some way beyond the simple Do/Don't divide that was developing around VAT. Now there are two choices for voters to make. Do they prefer a deficit reduction plan which, for the first time, emphasises tax hikes over spending cuts?

While Nick Clegg battles on the tuition fee front, another internal conflict breaks out for the coalition today: prisons. And rather than yellow-on-yellow, this one is strictly blue-on-blue. On one side, you've got Ken Clarke, who is controversially proposing a raft of measures for reducing the prison population. On the other, Tory figures like Michael Howard who insist that prison works – and that there should be more of it. Philip Davies, the Tory MP for Shipley, even told Radio 4 this morning that millions of Conservative voters would be disappointed by the coalition's plans.

Only five days to go until the spending review – and after weeks of emphasis on the cuts we're about to see, the government has today unveiled a new spending commitment. It comes courtesy of Nick Clegg: a new "fairness premium" targeted at the least well-off young people. Lib Dem Voice has full details here, but the basic point is that £7 billion will be spent, across 4 years, on programmes for disadvantaged 2 to 20 year-olds. Much of this will go towards the "pupil premium" that we've heard so much about, and which should advance school choice in the most deprived areas. Putting aside his genuine commitment to it, Clegg is facing two ways with this announcement: the public and his own party.

The 8.10 Today programme slot this morning went to Nick Clegg. The programme wanted to discuss with the deputy PM the BBC’s finding that those areas most dependent on the state would be hit hardest by the coming cuts, for some reason this statement of the obvious is regarded as news. But John Humphrys, in his haste to interrupt the deputy PM, made some statements deserving of further scrutiny.   First, Humphrys suggested that the cuts will take place before Christmas. They won’t. Unlike the cuts announced in the immediate aftermath of the election, these are not in-year cuts.   Next, Humphrys claimed that the economy is at ‘stall-speed.’ But growth in the second quarter was 1.

The ever-pugnacious Ed Balls was on the Today Programme this morning denouncing Tony Blair for saying that the coalition was, broadly, right in its deficit reduction plans. As Balls warmed to his task, he started reeling off Blair’s failings—his advocacy of entry into the euro, his one-sided account of things in his autobiography and the like— and I wondered: if this is his opinion of the man he called Labour’s greatest ever-leader, what on earth does he think of the other men who have led the party?   But in all seriousness, the coalition needs to start hitting back at the ‘growth denier’ charge that Balls keeps hurling at them.

So, did Cameron say anything particularly noteworthy during his interview on the Today programme?  In truth, not really.  Most of the answers were of the "let's wait and see what in the Budget" variety.  The ratio of spending cuts to tax rises: wait and see.  Plans for hiking capital gains tax: wait and see, and so on.   The only answers that weren't determined by the Budget seemed to be his racing tips for the sports bulletin.  You can hear them here. But that isn't to say the interview wasn't revealing.  For much of it, Cameron was quizzed about the objections that David Davis and John Redwood have raised to the planned hike in capital gains tax.

Woah. I doubt Brown will endure many tougher twenty-minute spells during this election campaign than his interview with on the Today Programme this morning. You could practically hear the crunching of his teeth, as John Humphrys took him on over Labour's economic record; practically smell the sweat and fear dripping down his brow. It was compulsive, and compelling, stuff. Humphrys started by putting a grim story to Brown: that his "handling of the economy was not prudent ... your record suggests that the economy is not safe in your hands."  The PM's mission was to deny all this, and he did so with his usual stubborness and disingenuity.  His pitch here was all about inflation: about how we'd avoided the high inflation of recessions past, and how we should be grateful for that.

Want some more David Cameron?  Well, the Tories are happy to oblige.  After their party leader's speech yesterday, he is interviewed in the FT and appeared on the Today programme earlier.  The FT interview was certainly the more comfortable of the two.  In it, Cameron stikes a confident note – saying that his party have "come a long way," and that "people are gagging for change".  And he stresses that he thinks – and, apparently, Ken Clarke thinks – that George Osborne is "the right person" to be Chancellor. But Cameron had a tougher time in his Today Programme interview.  It started well, with Today highlighting the supportive letter that business leaders have written about the Tories' national insurance cut.
