Gove to introduce baccalaureate for 16 year-olds

Fixing the education system in Britain is absolutely crucial to promoting social mobility, the principal domestic social policy aim of the coalition. So Michael Gove’s announcement on the Andrew Marr show this morning that the government plans to introduce an English baccalaureate is to be welcomed. The baccalaureate programme will end at 16, still allowing specialisation at A-Level—one of the things that allows undergraduate education in this country to be far more intellectually rigorous than in the States, and will require pupils to do English, maths, science, a foreign or ancient language and a humanity. This should help stop the drift to softer subjects at GCSE and place pressure on all schools to enter all their pupils in all these subjects.

First free schools will open next September

Tomorrow’s Guardian front page says Michael Gove dealt fresh blow as only 20 'free schools' approved. But this is actually not a bad rate of progress. The 20 refers only to the new schools that will open in September 2011, more will open in 2012 and 2013 and so on. One would expect the numbers to increase as momentum behind the programme builds. As soon as parents see what these schools can do, there’ll be greater demand for them. Ed Balls is out tonight with a typically pugnacious statement claiming that this proves that parents don’t want free schools. But it is worth remembering that Tony Blair, a man who knows a thing or two about what the public want, goes out of his way to praise Tory school plans in his autobiography.

The education battle opens

Michael Gove has announced that 32 schools will open as Academies at the start of the new term. More schools are set to open over the next academic year, but it is a disappointing figure. However, it could’ve been worse – I’ve heard rumours that as few as 10 schools would adopt Gove’s reforms. The figure of 32 is at the upper limit of recent estimates knocking around Westminster. Disappointing it may be, but slow progress is unsurprising. These are radical steps and teachers are hesitant in the face of change. Blair’s original academy reforms were frustrated in part by teachers and governors eager to preserve the status quo. However, first Blair and now Gove are committed to an attritional struggle with the recalcitrant Educational Establishment.

It shows how the NUT is using Freedom of Information to try and force school heads to hand over a list of names of anyone who might support a campaign to opt out of local authority control and become quasi-independent Academies. We have blacked out any information that may reveal the source. This letter helps explain why Michael Gove will have so few names next week, when he lists the list of schools who have succeeded in their fast-track application. Out of the 3,000 eligible, a few dozen will have made it.

Britain’s state school system is a national disgrace. Not because we don’t have excellent schools: we do. But only for those who can afford to move to the good catchment areas. The comprehensive system gives the best service to the rich, and the worst to the poor. It is a system which harbours bad teachers – only 18 have been struck off for incompetence in 40 years. Compare this to the USA where 252 bad teachers were sacked in one day last week. Our world-class private schools show that England can be a world leader in education. But we have one of the biggest gaps in the world between attainment in private and public sector.

A ‘regressive’ budget?

The IFS has given the coalition’s opponents powder for their muskets, only it’s a little damp. The IFS’ analysis is drawn exclusively from straight tax and spend figures; it does not account for the future financial benefits brought by structural public service reform – so Gove’s and IDS’ reforms, both of which aim to alleviate poverty, have not been evaluated.  Matthew Sinclair explains why this means the IFS has exaggerated the severity of Osborne’s Budget: ‘Suppose you invented a policy, some kind of economic miracle, which doubled the incomes of the poorest ten per cent of families without the Government spending a pound.  That would reduce benefit spending.

Today’s GCSE results prove that academies work

Today's GCSE results demonstrate the tremendous success of City Academies, a hugely heartening trend given that this formula - which was so slowly rolled out under the Labour legislation which introduced them - can now be rapidly implemented under the new Academies Act. It's always been a con to look at the absolute results of Academies, as under Labour the only schools given such status were schools that were doing poorly. What matters is improvement. Let's take the three Academies groups and look at the ratio of  pupils winning five good GCSEs (i.e. A-C including English and Maths). In the The Harris Federation, which now runs nine schools, there was a 10 point increase. In the ARK academies, a 13 point increase. In the ULT Academies, an 8 point increase.

Will there be money for free schools?

Some eyecatching numbers in today's FT about how many free schools we can expect, and when. According to Department of Education officials, there will be about 12 of the new schools in 2011, another 50 in 2012, and around 100 in 2013. The paper dwells on how this falls short of the Tories' pre-election rhetoric. And it's true: the original idea was for around 3,000 new schools across nine years. So, 162 schools across three years hardly looks like fluid progress towards that goal. This needn't be a bad thing, of course. As so often, quality not quantity will determine the lasting success of this reform.

The Tories tone down their rhetoric on A-levels

The latest A-level results have been released and – surprise, surprise – success rates have risen. The proportion of papers marked at grade E or above increased to 97.6 percent from 97.5 percent last year. And 27 percent achieved an A or the new A* grade, with 8 percent at A* overall. So, naturally, and rightly, the usual arguments about "dumbing down" are out in force. The Tories used to love getting stuck into this debate, accusing the New Labour government of eroding exam standards. But it's noteworthy that, now they're in power, their rhetoric on the matter has become considerably less provocative.

What you need to know ahead of the Spending Review

This is the second of our posts with Reform looking ahead to the Spending Review. The first, on health, can be found here. What is the budget? Education is the biggest area of government spending after welfare and health, totalling £89 billion in 2010-11. This budget increased by 64 percent in real terms between 1999-00 and 2010-11. Total, per-pupil school spending doubled in real terms over the same period. Where does the money go? Expenditure on schools was £46 billion last year. The vast bulk of school spending goes on people: the average school spends 78 percent of its budget on staff.

Gove kills two birds with one stone

Michael Gove may be a pip-squeak but he has an imperious voice and that formidable quality of both sounding and being enormously clever. With a faint note of arrogance, he bossed a potentially difficult interview on the Today programme this morning. Tired of defending himself against Ed Balls’ dishonest maxim that what’s good for bureaucratic process is good for children, Gove changed tactics. He described his bill as a ‘permissive piece of legislation’ and linked it directly to the Blair-Adonis Academy reforms, which were frustrated by a regressive coalition wedded to the educational status quo.

The Coalition is right to crack on with education reform

There has been a criticism of how the Coalition is trying to push through its Academies bill before Parliament rises for the summer. Ed Balls, in his typical understated fashion, has compared it to how anti-terrorism legislation is rammed through and the Tory Chairman of the Education Select Committee, Graham Stuart has said that the Bill should have more time. But there’s a simple reason why the Bill has to get through before parliament goes down for the summer, the school year starts in September. If the legislation was not to pass before the summer recess, many of its effects would be effectively delayed by a year. The Tories have long made clear what will be in this bill, it was set out in their manifesto.

Will the coalition defeat the roadblocks to reform?

The biggest reform to the NHS since its inception since 1948. A move away from bureaucracy towards a proper internal market. GPs commissioning. A revolution, taking on the vested interests. Yes, there was so much to savour in the NHS Plan of 2000 - enough, Alan Milburn would later joke, that he kept re-announcing its policies for the next three years and getting headlines. Well, the Tories can play at that game too. Now, it has been reannounced by Andrew Lansley and called the coalition NHS White Paper. This is, in my book, a compliment to Lansley. In opposition, he sided with the unions and attacked Labour from the left on the "stop the cuts" platform. Now, he is picking up some of the discarded Blair reform agenda – centrally, GP commissioning.

Gove goes on the attack

This afternoon's education question felt like a pressure valve being released. For a week now, the story has been all about the heat building-up under Michael Gove. But, today, the Education Secretary looked far more comfortable, and managed to swing the blowtorch back in Ed Balls' direction. The message that the coalition had been struggling to make previously came out clear and loud: the Building Schools for the Future cuts are a result of waste and bureaucratic mismanagement by the previous government. And Gove even came armed with examples, such as the £1.3 million paid to an individual consultant from the BSF fund. His point: this would be better directed at pupils and teachers.

Cameron’s refreshing honesty on schools

David Cameron has today told the News of the World that he is "terrified" about the prospect of sending his children to an inner-London state school. This is quite some statement, given how many tens of thousands of parents are in the same predicament. Isn't it the classic politician's error? To betray how his aloofness from voters by showing how he fears what ordinary parents have to put up with? That's what Tony Blair thought – so he'd pretend to be happy with state schools while sending his kids to the ultra-selective Oratory School. That is hypocrisy. What David Cameron has said represents honesty. After all, why shouldn't he be terrified? As I say in my News of the World column today, the record is appalling.

The Gove fight-back begins

His apology earlier this week was a reminder of how Cabinet Ministers used to behave. Today’s cock-ups and crises have increased the pressure on the Education Secretary – two schools face cuts despite meeting the government’s criteria. Now Gove has penned a defensive article for the Sunday Express. He writes: ‘Reform is never easy, and certainly not when cash is tight... but school building will not stop under this government.’ Gove is, of course, right. Money is tight. But he must explain why reform is necessary in and of itself, and why his ideas should be adopted. There was an aloofness and arrogance about his performance on Newsnight on Monday, suggesting that Gove believes he has won the argument.

The coalition must do more than blame Labour

John Redwood has written a typically thoughtful piece, questioning the government’s arch cuts rhetoric. He writes: ‘Ministers would be wise to tone down the rhetoric of massive cuts. They need to mobilise, energise and reform the public services. Labour made clear in their marathon moan in the Commons yesterday into the early hours of this morning that they are out to talk the economy down, highlight alleged huge cuts in jobs and services and campaign with the Unions against sensible change. The government needs to be smart and careful in its choice of words to bring about the improvements in quality and performance needed.’ Ministers sound terse and defensive at present.

That’ll learn ‘em

At last, some will cry, teachers are to be given increased disciplinary powers to moderate unruly children’s behaviour. Rather than tear up the statute book, the measures aim to change perceptions and practices and redress the balance of rights in favour of the teacher. Force can be used to restrain pupils at present, but teachers rarely resort to force for fear of prosecution. The government will lessen what it terms ‘vilification’ by protecting teachers’ anonymity against complaints unless a criminal prosecution is brought. Search and confiscation powers will be extended and summary penalties imposed on transgressors. Currently, schools have to write to parents and give 24 hours notice to detain a pupil.
