A belated check from President Biden

Montpellier, France I got a letter from Joe Biden, which doesn’t happen every day. In the envelope was a check, made out to me, for $1,400. The letter is headed THE WHITE HOUSE WASHINGTON and dated April 22 although it has taken some time to drop into the boîte aux lettres due to the President experiencing confusion over my address. ‘My fellow American,’ he began. Although I am not one I did once work there and paid Social Security contributions, apparently qualifying me for the President’s generosity. ‘I am pleased to inform you,’ he continued, ‘that because of the American rescue plan, a direct payment was issued to you.’ Having attracted attention, Joe, my new best friend, continues. ‘This has been a hard time...brighter days are ahead...

The porter rolled me off the trolley and on to the bed, wished me a good day and departed. My previous neighbour in the two-bedded ward — a frail, aloof, slow-moving African man — was gone. In his place was a visibly vigorous man of about my age with a charismatic, masculine face reminiscent of Anthony Quinn’s Zorba the Greek, except he had no front teeth. The wiry grey hair was closely scissored and he wore a sportive white polo shirt and black jog pants. Even in repose he looked dynamic. A nurse entered to take my readings. Why Boris is loved by the French

Boris Johnson is more popular in France than Emmanuel Macron, which might not be a high hurdle to overcome, since Macron is rather generally unloved. Except Johnson is not just marginally more popular, but massively so. Indeed, the French seem to like him even more than the British. And he’s popular right across the French political spectrum, from the extreme right to the extreme left. Chouette! According to a study in the news magazine Le Point, 51 per cent of French voters have a favourable opinion of the Prime Minister, at least 10 points clear of recent polls assessing the popularity of the President.

France’s latest fiscal trade-off

France’s deficit is set to reach 9.4 per cent of GDP this year, more than last year, even though France's first lockdown was more severe and lasted for a longer time. This may relate to accounting issues, as some spending is only reported this year even if it is related to last year. But these are details – the main issue is something else entirely. The journalist Dominique Seux wonders whether France has maxed out its spending capacity at the moment when environmental challenges require extraordinary efforts. Were France's spending choices last year done with full awareness of how they would compromise future fiscal room for manoeuvre? France was always amongst the high deficit countries in the EU.

After a month of Franco-British naval conflict, Brexit barbs and, most importantly, the release of Michael Barnier’s diaries, one might expect Boris Johnson’s stock in France to be low. For a certain kind of #FPBE bien-pensant, Johnson represents all that the continent should hate: British belligerence, slapdash scruff and Little Englander jingoism. Yet polling reveals that 51 per cent of the French public hold a ‘positive opinion’ of Boris Johnson, making him more popular in France than he is in Britain — and 11 points ahead of Emmanuel Macron.

The United States is growing at such a blistering pace the Federal Reserve may have to raise interest rates. In Britain, retail sales grew by nine per cent this month, the fastest pace on record, as the economy opened up again. Around the world, economies are starting to bounce back strongly from the Covid-19 crisis. Except for one: France. We learned today that the country is now officially in a double-dip recession. The explanation? That is easy. It made a complete hash of its vaccination programme. In the first-quarter of this year, revised figures showed that France’s output shrank by 0.1 per cent. That followed a 1.5 per cent contraction in the final quarter of 2020, making two consecutive quarters of falling output, the standard definition of a recession.

A taste inquisition on Stink Street

Walking up through the Stink Street medieval arch with a bag of shopping, I spotted Michael between the oleander branches seated in front of his ancient cottage having a drink. Stink Street is so called because it is just without the old town walls and in medieval times pigs were kept there. At this time of year it’s not easy to walk up Stink Street after midday without one or other of the cottagers inviting you to join them for a glass. And it was just after six and I deserved one. Stink Street runs uphill steeply and has only recently been dressed with its first layer of tarmac. Michael’s little front terrace nestles close by to the road.

Why food in Britain is so much better than France

Fifty years ago, the food in Britain was comically terrible. The Wimpy Bar was the place for a date, fish and chips was the limit of takeaway and if you were lucky you might get a packet of crisps at the pub. Everything French was better. French bread. French cheese. French wine. French restaurants, bistros, cafés. Today the positions are reversed. Britain is the land of foodie innovation, with every cuisine in the world represented, deconstructed, reinvented. Reopening after the lockdowns, even after a number of casualties, Britain will return to a cornucopia of diversity and plenty of quality.

I had my first jab on Wednesday, at a vaccination centre in the south of Paris, run by the fire service. The fireman who administered my vaccine shared my love of rugby and once the ice had broken I asked him what life was like as a firefighter (I've heard some terrible stories, of fire crews attacked as they worked). His district was relatively calm, he told me, unlike those of some of his colleagues. It's far worse, he added, for the police, many of whom at that moment were gathering in Paris at a rally attended by several politicians, including Gérald Darmanin, the Interior Minister. Ostensibly it was to remember two of their colleagues who were murdered in recent weeks in separate incidents, one by an Islamist and the other by an alleged drug dealer.

On the Saturday morning of the Ascension Day bank holiday, I swung down the stairs and ladder to the little bedroom-cum-book room and did the ironing. For me ironing is therapy. If the internal critic becomes too negative or noisy, I stick a playlist on and steam flatten the commentary line by line. On Saturday morning the internal critic was going full blast. ‘That’s it, mate. You’ll be brown bread by Michaelmas and forgotten by Christmas. What a shame you fizzled out like that. Lazy and unfocused right to the end. All those bright hopes you entertained to change for the better, to make some money to pass on, to open an honest dialogue with God. You’re all mouth and trousers. Always have been.

We shouldn’t be so squeamish about eating foie gras

In his excellent, brief chronicle of foie gras, Norman Kolpas lists Kate Winslet, Ralph Fiennes, Thandie Newton, Ricky Gervais and the late Sir Roger Moore as among those who don’t want you to eat it, as well as Fortnum & Mason and the state legislature of California, which declared its production and sale illegal in 2019. Why do they care about something so petty as the making and consumption of this buttery, savoury age-old delicacy? There is, of course, a hint of class warfare about advocating its prohibition, along with caviar and other treats of the well-off and indulgent. But the main opposition claim is that the production of the hyper-fatty livers of ducks and geese is physically cruel and therefore immoral.

‘What is grave about this situation, Messieurs, is that it is not serious’, was how General de Gaulle addressed his cabinet following the attempted putsch des généraux in April 1961. That could equally apply to recent Franco-British ructions over fishing rights in the Channel Islands. It is mere gesture politics, for all the French retaliatory threats to cut off the electricity supply to Jersey, the British dispatch of two Royal Navy vessels and the French countering with two patrol boats. Behind the facade France and Britain are serious military and diplomatic allies bound by important and wide-ranging security treaties that go beyond just Nato.

Why French soldiers are moving against Macron

Emmanuel Macron was in Strasbourg on Sunday where he addressed the Conference on the Future of Europe. This is where the President of France is happiest, describing the utopia that he still believes can be achieved by the EU. He feels important and powerful and he is among like-minded people, such as David Sassoli, president of the European parliament, who declared: ‘This conference is for ordinary citizens. Europe is not just for the elites, nor does it belong to them.’ There's a touch of the Tony Blair in Macron's canine devotion to the EU, and it wouldn't be a surprise if the President accomplishes what eluded the former British prime minister and one day becomes the President of Europe. It would certainly be an easier life than running France.

Macron is playing politics in the Channel

The stand-off between France and Britain has escalated into something altogether more serious. Yesterday, the French maritime minister called for Jersey’s electricity supply to be cut off in response to a dispute over fishing rights. Egged on by French officials, around 80 boats began blockading the port of St Helier this morning in a move that is reminiscent of Ursula von der Leyen’s aborted plans for a hard Irish border to stop the flow of vaccines into the UK. Now there are scenes of British Navy vessels approaching the fishing boats as French ships chart a course for the Channel island. Some on the Continent are claiming that the stand-off has been manufactured by Boris Johnson to deflect from his various scandals ahead of today’s elections.

Why are the Lib Dems siding with France in the Jersey crisis?

The situation in Jersey is rapidly spiralling out of control and dominating the headlines. But once again, the Lib Dems have surpassed themselves in responding terribly to a crisis that offered them a chance to win over voters. After a predictable post-Brexit mix-up on fishing rights in the Channel, France's maritime minister Annick Girardin hit back. Girardin threatened to pull the plug on Jersey’s energy supply – a worrying threat given the island gets 95 per cent of its power from the continent. This was a ridiculous, over-the-top response to what has been happening as the new fishing regime takes effect. Brexit was a situation that was always going to require a measure of diplomacy on all sides.

Why Boris could benefit from the Jersey fishing dispute

It's polling day for the local elections but the focus of the government is on Jersey, where a row has broken out over post-Brexit fishing rights. After 80 French boats gathered at St Helier in protest over new licences required for fishing there, the UK hit back by sending two British naval patrol vessels as a precautionary measure. Now the French government has sent naval ships of its own and a war of words is underway between the two sides. The European Commission has called for calm but the situation remains unstable to say the least France's Sea Minister Annick Girardin was the first to up the ante – suggesting the fishing restrictions could lead to France turning Jersey’s electricity off.

Freedom approaches. Should we be humming ‘Va, Pensiero’ or ‘O Welche Lust’ — perhaps both. Thinking of Fidelio reminds me of a delicious comment made about Ted Heath by the late Sam Brittan in the FT, decades ago. On this occasion, Le Grand Epicier was being interviewed about music. He declared that Fidelio was one of his favourite operas and that every time he saw it, he was inspired anew by the ideals of freedom which it so powerfully expressed. Sam was unpersuaded. ‘Poor Mr Heath. He may be moved by Fidelio. Yet he does not realise that if the British public knew that noble work, they would immediately identify him not as Florestan, but as Pizarro.

‘Willie or bum?’ I said to Catriona on the motorway. Everything in my recent medical career has been introduced via the former: cameras, cutters, stents. I naturally assumed it would be the same choice of pathways for exploring and snipping off three pieces of my liver. At the wheel, Catriona laughed at my idiocy and explained where my liver was and that there was not a pathway from it to either of those entrances. ‘They’ll go straight in through the side with a needle,’ she said. ‘Ow,’ I said. While I undressed in front of her, the admissions nurse scanned my written forms. ‘Anglais? I only take cash,’ she said, proudly enunciating her one English phrase. She was stout and very Marseillaise in that she joked with a tough face.
