David Cameron’s just launched his benefit cheat crackdown (Con Home has a little footage). There were two notable occurrences. First, Cameron agreed that tax evasion was as serious as benefit fraud and vowed to tackle it – this defused the slightly absurd criticism from the left about not challenging tax avoidance whilst hitting benefit cheats – tax avoidance is legal, benefit fraud and tax evasion are not. Tom Harris attacks his party’s attempt to draw any equivalence between tax evasion and benefit fraud, saying it misses the point: tackling fraud is to the benefit of all. Second, a Mancunian woman called Sharon Reynolds has a crush on our Dave, a friend informed the Prime Minister.

There were hints of toughness in his article at the weekend, but now David Cameron has rolled up his shirt sleeves and pulled out the baseball bat. In a combative piece for the Manchester Evening News the PM outlines out a zero tolerance approach to welfare fraud and administrative error. The two problems "cost the taxpayer £5.2 billion a year," he says, "that's the cost of more than 200 secondary schools or over 150,000 nurses. It's absolutely outrageous and we can not stand for it." And so IDS is going to prepare "an uncompromising strategy for tackling fraud and error," which will be published this autumn.    Two things are worth keeping a close eye on. First, the Lib Dem reaction to all this.

Here's me about to go on holiday, and the welfare wars seem to be opening up. Neil O'Brien has a piece on it over at the Telegraph website. And Hopi Sen, one of the better leftie bloggers, has written a response to my post yesterday. Partly, he wants to stir: it's not so much that the Treasury want to block IDS's reforms, he says, but rather that they are following Osborne's orders to reduce the deficit. And so it's one part of the government at war with another. By contrast, the Whitehall wars I outlined are hangovers from the Brown days, where the Treasury set policy for all other departments and its instinctive reaction was to destroy any proposal it did not come up with.

There’s been plenty political drama in these past few weeks, but the most crucial agenda – and by some margin – is Iain Duncan Smith’s proposed overhaul of welfare. It doesn’t deserve to be categorised as just another political tussle. As I say in the News of the World today, it is easily the most important issue in Britain, and it is overlooked because of an affliction which most of our political class suffers: that of moral long-sightedness. No one wears wristbands for the British poor, Prime Ministers pledge to “eradicate illiteracy” in Africa yet are strangely indifferent to the illiteracy on our own doorstep.

So, Iain Duncan Smith has set out proposals to comprehensively reform of the welfare system. The goal is to replace 51 benefits with a single and flexible allowance. It has been claimed that this reform would allow people with jobs to retain more of their benefits and ensure that people who work will always be better off than people on benefits.   There are problems with Iain Duncan Smith’s proposals. Fiscal cost is one, and the Work and Pensions Secretary has already clashed with George Osborne over the price of these proposals. Lowering taper rates to make work more rewarding could mean that more people receive more generous assistance – meaning costs go up.

There is a lot to like about Iain Duncan Smith's new proposals for welfare reform.  The chance to move towards a radically simplified benefits system is enormously exciting.  As I wrote for Coffee House last week, the current system is a complete mess and failing on just about every criteria.  It is so complicated that £4.5 billion a year is lost to error and fraud; working at the minimum wage of £5.80 an hour can be worth as little as 26p an hour; and too many families slip through the net so that the number living in severe poverty has actually increased from 5 to 6 per cent in the last decade.

At last, IDS gets his chance to reform benefits

For some time now, we on Coffee House have been raving about Iain Duncan Smith's plans for reforming benefits. And, today, it finally looks as though they – or something like them – will soon be put into action. The DWP is releasing a consultation document which aims to simplify and straighten out a benefits system which now acts as a barrier to work. Over the next few months, various think-tanks and other organisations will submit their own ideas for doing just that. Someone who will no doubt take part in that process, Policy Exchange's Neil O'Brien, has a written a very useful summary of the main questions and arguments here.

How many incapacity benefit claimants could actually work? Well, we get a sense of the answer with some figures released by the Department for Work and Pensions today. They show that, of the people who have gone through the new Work Capability Assessments so far, some three-quarters are able to look for a job. Scale that up for everyone on incapacity benefits, and it suggests that around 1.8 million claimants could return to the labour market. Although the numbers are eye-catching, they're not entirely surprising: similar figures were published when the WCA was introduced under Labour.  And it could be worth holding fire until the necessary review of those assessment tests has reported back later this year.

Iain Duncan Smith is on a roll, and the roll continues with his interview on Straight Talk with Andrew Neil this weekend. Supporters of welfare reform will hear plenty to encourage them, even if only on a rhetorical level. Duncan Smith discuses how the fiscal climate makes this a "once in a generation opportunity and chance to change [welfare] now," and how Beveridge's original intentions have been subverted by a system which traps people out of work. But the most reassuring segment, by far, is this: "I, well, certainly, you know, I’ll be honest with you, there was certainly a discussion about that, everything was in the discussion, but my view about this is, I think things like freezing benefits across the board is a pointless exercise.

Yvette Cooper has condemned IDS’ ‘nasty’ rhetoric this morning and claimed that the government’s proposals are about ideological cuts, not welfare reform. It’s simple, but effective. IDS’ reforms are both radical and necessary. The plan is to incentivise movement out of areas of welfare dependency with regional tax breaks and housing guarantees. There is a clear link between this policy and the non-EU migrant cap, which will protect at least some low skilled or unskilled jobs. A policy that encourages fairness, aspiration and a first chance in life for those condemned to worklessness by accident of birth. But the coalition is losing the rhetorical argument.

How good intentions can be counterproductive

Might the coalition’s emphasis on fairness be making it harder to get people off welfare and into work? Not a question that I can answer with confidence, but certainly one which has been thrown up by the IFS's Budget briefing. Take the government's action on child tax credits, for instance. By increasing it at the lower end of the income distribution, and restricting it at the upper, some claimants now stand to lose more, more quickly, by moving up the income ladder. Or, as the IFS put it, their marginal effective rate of taxation has increased. Of course, this will have been offset by other measures such as the rise in personal allowances. But it does present a conundrum for government policymakers, eager to prove that their measures aren't hitting the poor.

Spending cuts must start with welfare

The new and independent Office for Budget Responsibility estimated that interest payments on public debt are set to rise to £67 billion a year by 2014-15. The hole in the public finances is so deep that every cut in spending that can be made should be made. Few commentators have grasped that tinkering around the edges, such as with “efficiency gains,” will not be enough. The only way to eliminate the deficit and to begin the task of repaying public debt is through making deep cuts in spending and for people to take more responsibility for themselves.   Cuts must start with welfare. The UK government spends more on welfare than on anything else.

Ed Miliband’s new investment vs cuts battleground

Ed Miliband certainly isn't one for holding back, is he?  In an interview with today's Guardian he discusses what we might expect from the Labour manifesto, and there's some pretty noteworthy stuff in there: a People's Bank based around the network of Post Offices; an increase in the minimum wage; a reduction in the voting age to 16; things like that. But, as Sunder Katwala suggests over at Next Left, the most eye-catching passage is when Miliband discusses Free School Meals for all: "The manifesto could well include a pledge to provide free school meals for all children, Miliband says. 'I think a lot of people would like free school meals.

Tough on dangerous dogs, blind to the causes of dangerous dogs

It's 'dangerous dogs' season again - but is there more to the story? The Today programme gave this its main 8.10am slot. The BBC sought to interview some chavs to sneer at - the listener being invited to conclude that the law must be brought to bear on them. But Brendan O'Neill was quite right in this week's magazine, where he describes how government seeks to use this scare for yet another power grab over the citizens. The aim, he says "is not only to bring dog-owners into that very big tent of People Continually Spied On By The Authorities, but to weed out the 'devil dogs that terrorise socially deprived areas' by controlling the kind of people who are allowed to own such dogs.

Turning welfare into work

Contrary to what you might think, it is actually quite hard to find someone on benefits who doesn’t want to work. When you ask a claimant whether they would like to, they will invariably say “Yes, I want a job.” At first, this seems like a strange answer: why do we have nearly 6 million people on benefits when so many of them want to work? The answer is simple when you ask a few more questions: they don’t want just any job. They envisage doing what they used to do or would like to try – but aren’t willing to look for anything else. Getting them to try any job in order to be in employment is the key issue for any party that wants to cut the welfare rolls.
